Background

The position is located in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate for the rights of people in need; promote preparedness and prevention; and facilitate sustainable solutions.

This multiple-duty-station temporary job opening is being advertised for the position of Monitoring and Reporting Officer and is located across a number of OCHA Humanitarian Financing Units (in Uganda, Kenya and Mozambique). Under the overall supervision of the Head of Office, the incumbent reports to the Head of Humanitarian Financing Unit/Fund Manager.

The Humanitarian Fund Units in OCHA Regional and Country Offices manage multi-donor country-based pooled funds under the leadership of the Humanitarian Coordinator/Resident Coordinator.

These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies.

Duties and Responsibilities

Under the supervision of the regional humanitarian pooled fund manager, the Monitoring and Reporting Officer will play a central role in strengthening accountability, effectiveness, and learning within the Humanitarian Funding Unit (HFU). The position is responsible for leading the implementation of monitoring, evaluation, and accountability frameworks that ensure compliance with established standards, promote transparency, and deliver measurable impact among partners and stakeholders.

The  Monitoring and Reporting Officer will support evidence-based decision-making by developing and piloting innovative monitoring approaches, documenting best practices, and generating insights on the operationalization of localization strategies. Through active engagement with coordination forums and close collaboration with humanitarian partners, including local and national NGOs, the role facilitates inclusive participation, capacity strengthening, and knowledge sharing across the humanitarian system.

The position will also contribute to the planning and execution of monitoring missions, provide technical guidance to partners, and ensure systematic documentation and dissemination of results, lessons learned, and success stories. By maintaining strong coordination with field offices and stakeholders, the M&E Officer enhances program quality, promotes risk-sharing initiatives, and supports continuous improvement in fund management and delivery.

Overall, the role aims to ensure that the HFU operates in a results-oriented, accountable, and collaborative manner, while advancing localization and strengthening the effectiveness of humanitarian response efforts.

Under the supervision of the Head of Humanitarian Financing Unit/Fund Manager, the Monitoring and Reporting Officer will be responsible for the following duties:

1. Strengthen accountability, coordination, and monitoring effectiveness of the Humanitarian Funding Unit (HFU).

  • Provide strategic leadership in advancing the HFU’s commitment to accountability, impact, and compliance by ensuring the robust and consistent application of the Accountability and Integrity Tool (AIT). This includes promoting transparency, reinforcing adherence to established operational standards, and fostering a culture of results-oriented performance among implementing partners and stakeholders.
  • Represent the HFU in a broad range of coordination mechanisms, including Working Groups, area-based coordination platforms, sector-specific forums, and Accountability to Affected Populations (AAP) structures. Actively contribute to discussions, influence decision-making processes, and ensure that HFU priorities and perspectives are effectively integrated into inter-agency coordination efforts.
  • Identify, conceptualize, and pilot innovative and context-appropriate monitoring models and approaches aimed at strengthening oversight, improving data quality, and enhancing the overall effectiveness and efficiency of Country Fund interventions.
  • Work in close collaboration with Resident Coordinator’s Office (RCO) area offices, UNHCR, and implementing partners to strategically plan and execute monitoring missions. Provide hands-on technical assistance during these missions to ensure compliance, strengthen partner capacity, and enhance programme delivery on the ground.
  • Maintain continuous and proactive engagement with the broader humanitarian community by participating in joint field missions alongside HFU and OCHA field staff, fostering collaboration, information sharing, and coordinated responses to emerging humanitarian needs.

2. Enhance knowledge management, reporting, and localization efforts within the HFU framework.

  • Design, coordinate, and facilitate webinars and other knowledge-sharing platforms aimed at strengthening the technical and operational capacities of partners, while promoting the exchange of experiences, expertise, and innovative practices across the humanitarian ecosystem.
  • Systematically identify, compile, and analyze localization models and best practices implemented by other humanitarian funds, agencies, and organizations. Ensure that these insights are effectively documented and disseminated to inform strategic decision-making and continuous improvement within the HFU.
  • Generate, synthesize, and disseminate evidence on the operationalization of the Uganda Humanitarian Fund’s localization approach by documenting both successful implementation models and key challenges or bottlenecks encountered in practice.
  • Develop high-quality analytical products, including case studies, success stories, and practical examples, to effectively communicate lessons learned and showcase impact to the Fund’s Advisory Board and other strategic stakeholders.
  • Contribute substantively to the preparation of a wide range of knowledge and communication products, including annual reports, policy and guidance documents, briefing notes, presentations, social media content, and official correspondence, ensuring accuracy, clarity, and alignment with organizational standards.

3. Provide technical support, foster partnerships, and promote collaborative engagement.

  • Deliver tailored, context-sensitive technical guidance and capacity-building support to Local and National NGOs through structured one-on-one consultations, group training sessions, and ongoing advisory support, with the aim of strengthening their operational effectiveness and compliance capacity.
  • Support the design, development, and implementation of risk-sharing initiatives with Local and National partners, ensuring that such approaches are aligned with broader programmatic goals while promoting equitable partnerships and sustainable localization outcomes.
  • Actively promote and sustain a high level of team cohesion and synergy within the HFU by encouraging collaborative, complementary, and cross-functional approaches to programme implementation and problem-solving.
  • Establish and maintain strong, trust-based partnerships and communication channels with a wide range of stakeholders, including UN agencies, NGOs, and government counterparts, to facilitate coordinated, efficient, and impactful programme delivery.
  • Undertake additional responsibilities and assignments as required by the HFU Manager, contributing flexibly and proactively to broader OCHA priorities and responding effectively to evolving operational demands and emerging humanitarian contexts.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in political science, economics, sociology, law, international relations or related field is required, or
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree)  of relevant experience at the national or international level in monitoring, reporting or relevant related field is required
  • Excellent interpersonal communication skills/experience is required
  • Proven experience in report writing is required
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP is required.
  • Proven availability for travel in-country is desired
  • Proven ability to work with moderate supervision with efficiency, competence, and integrity with people of different backgrounds is desired.
