FINASP Uganda
FINASP in partnership with Goal and funding from the Embassy of the Kingdom of the Netherlands (EKN) is implementing the Integrated and Sustainable Production for Inclusive and Resilient Economies (INSPIRE) project in Lango Sub Region specifically in; Dokolo, Alebtong, and Lira Districts. This project aims to “increase income and livelihood resilience of Smallholder farmers to climate change and market failures”. FINASP intends to extend its operations in Kole and other parts of Dokolo.
FINASP therefore intends to recruit staff who will implement this project in Kole district and additional sub counties in Dokolo district as per the position available below:
Position 1: Community Engagement Officer (CEO), (1 Position – Kole District) |
Reports to Project Coordinator
Key Responsibilities:
The CEO is responsible for the implementation of the PIP. The CEO is the line manager of the FEOs in the district and is responsible for their overall performance. Specific tasks are:
(i) Lead, guide, plan, budget and report on all INSPIRE activities implemented by FEOs.
(ii) Participate in- and contribute to- the planning & reporting cycle of the district team.
(iii) Ensure smooth cooperation with the other members of the district teams and DLG.
(iv) Ensuring FEOs have the logistics to implement all planned activities
(v) Participating in all PIP Harvesting Workshops and reporting on these (with the FEO).
Monitor the implementation of the plans formulated during the Harvesting Workshops.
(vi) Support, guide and coordinate implementation of Community Action Plans (CAPs) across
the district in collaboration with the DLG (CDOs) and other stakeholders
(vii) Support the FEO & MDO in reviewing and validating the assessments of Entrepreneurial Groups prioritized by the community in the Harvesting Workshop.
(viii) Lead the implementation of Module 4 (restoration site) per sub-county
(ix) Lead and implement the PIP Environmental Education process in one selected primary and secondary school per sub-county
(x) Selected CEOs are Master Trainers on communication and facilitation skills, and they will train and coach the FEO of their CSO in these skills
(xi) Work with the MERL team on monitoring & documenting all PIP activities in the district
(xii) Contribute to the showcasing and dissemination of best practices via radio, video, internet and leaflets.
(xiii) Perform any other roles and responsibilities that may be assigned by the Project Coordinator or the management of FINASP.
Qualifications and Experience:
(i) A master’s degree or a minimum of a bachelor’s degree in Agriculture, Agro-ecology, Natural resources, environmental science, Agricultural land use and mgt, Agricultural extension or related fields.
(ii) At least 5 years of experience in community engagement, project management, or development work.
(iii) Proven experience in supervising teams, managing stakeholder relationships, and reporting.
(iv) Strong interpersonal and communication skills with the ability to engage diverse stakeholders.
(v) Knowledge of Participatory Integrated Planning (PIP) is desired
(vi) Experience working with rural communities, particularly in Northern Uganda.
(vii) Fluency in the local languages of the project area.
(viii) Ability to ride a motorcycle with a valid riding permit
