About the Role
This is a 5-year initiative (started January 2022) aimed at improving access to quality, relevant education at partner Universities and TVETs in Uganda. The Associate coordinates internet connectivity, digital devices, and assistive technologies so that students, instructors, refugees, persons with disabilities, and economically disadvantaged learners have equitable access to digital learning.
Key Responsibilities
- Coordinate affordable, reliable internet connectivity across 10 target TVETs, following an approved phased bandwidth-capacity scheme
- Oversee procurement, distribution, and lifecycle management of devices, power solutions, and software licenses
- Support the distribution of assistive technologies and training for instructors working with learners with disabilities
- Develop agreements, frameworks, and quality-management plans for connectivity and device delivery
- Manage relationships with ISPs, the Device Implementing Partner, schools, and other stakeholders
- Ensure compliance with data privacy (GDPR-aligned) and child/PWD safeguarding standards
- Conduct monitoring and support-supervision visits, and prepare field and progress reports
Qualifications
- Bachelor’s degree in information technology, Computer Engineering, Telecommunications, Business Administration, or a related field (certification in project management or ICT asset management is a plus)
- 3–5 years of experience in ICT project implementation, digital-inclusion programs, or related work
- Knowledge of device lifecycle management, connectivity technologies, and ICT asset management
- Familiarity with data privacy standards and digital platforms
- Strong report-writing and communication skills, with the ability to explain technical concepts to non-technical audiences
