For the – Agricultural Governance Results Improvement Project A-GRIP, with its main office in Fort portal, Cordaid is looking for Geographical Information Systems (GIS) Officers.
About Result Based Financing (RBF)
Cordaid has been active in Uganda for over 25 years. In Uganda and in 15 other sub-Saharan African countries Cordaid has experience in system strengthening through the Result Based Financing (RBF) approach. In Uganda we are implementing an RBF project, Agricultural Governance Results Improvement Project (A-GRIP) with focus on land tenure and food security governance in 16 districts across 5 regions (Kigezi, Rwenzori, Busoga, Elgon and Lango) of Uganda. The project has a lifespan of 5 years and a total budget of Euro 28 million. For the project, we are looking for experienced Geographical Information System (GIS) Officers, with strong technical skills in GIS software (ArcGIS, QGIS) and spatial data management.
Justification and context
Cordaid is recruiting two Geographical Information System (GIS) Officers for the A-GRIP Result Based Financing in Land Tenure and Farming Systems Project, 2023 – 2028. The project works in 16 districts and aiming at secured land tenure security and inclusive development of farming systems in 5 regions in Uganda. It is a large-scale, multi-million innovative project working directly with the district Local Government.
The project three (inter-related) outcome areas:
- Increased formal and equitable land ownership under customary law, especially for the most vulnerable populations.
- Strengthened regulation and enabling policies for better agricultural and food security (FS) sector performance to match smallholder farmers’ and communities’ needs.
- General good governance and management at district level in support of improved performance of the contracted departments
Purpose of the position:
The GIS Officer will provide technical guidance and support the coordination for AGRIP’s geospatial activities across multiple districts. S/he will be responsible to review spatial data before or after creation of shape files to ensure accurate spatial data ready for submission to Survey and Mapping Department. S/he will support conversion pf spatial data to formats acceptable in the land information system integration.
Cordaid Uganda therefore invites high level experienced professionals to apply for the position of Geographical Information Systems (GIS) Officer. This successful candidate will be based in Kabale or Mbale field office, with frequent travel to designated project sites.
Key Duties & Responsibilities
District coordination:
- Support coordination of GIS activities across 8 districts, ensuring smooth workflows for Certificate of Customary Ownership (CCO) issuance, Alternative Dispute prevention/ Resolution Committees facilitation, and geospatial integration.
Stakeholder engagement:
- Coordinate with technical officials from the respective district land offices, A-GRIP Field Assistants, and community actors to harmonize land registration processes, while managing relationships to strengthen collaboration.
Technical GIS functions:
- Support and guide the collection, cleaning, and maintenance of spatial datasets; timely production of maps and analyses to support district decision‑making; leading to ensuring accuracy of geospatial data for integration and printing.
- Perform routine data review in coordination with the District Land Office, such as data validation and correction, queries and editing in GIS and ensuring corrections are followed through by relevant lands- structures.
- Interprets raw spatial data, recorded maps, deeds, and related source documents and ensures incorporation into GIS.
Monitoring & reporting:
- Tracks spatial data collection, CCO mapping targets versus achievements using dashboards, identify gaps, and propose corrective measures to accelerate implementation by lands structures.
- Prepares reports and provides statistical support documentation, using spatial and descriptive analysis, to inform management of any data inconsistencies and monitors progress.
Capacity building:
- Conduct training workshops for district teams and partners on GIS tools, mapping standards, and accountability practices, while mentoring and coaching junior staff.
Budget alignment:
- Contribute to planning, breakdown, and re‑alignment of GIS‑related budgets, ensuring efficient resource use and alignment with project priorities.
Planning:
- Participate in project planning and decision‑making, integrating GIS activities into AGRIP’s broader land governance objectives.
Quality assurance:
- Ensure compliance with Cordaid and Ministry of Lands Housing and Urban Development (MLHUD) standards, maintaining high‑quality spatial data and reports that meet donor expectations.
- Develops, tests and implements Data quality control (DQC) processes to ensure GIS data accuracy and integrity.
Integrity:
- Adheres to the Code of Conduct and integrity policies, reports concerns and follows regular integrity trainings, this is a medium risk position.
Expected Outcomes/Deliverables.
- Reliable spatial data supporting timely issuance of CCOs and effective ADRC facilitation.
- Improved mapping coverage and integration across A-GRIP districts.
- Transparent, visual reporting that rinforms management learning and action
- Accelerated pace of implementation supported by accurate geospatial evidence.
Requirements
Qualifications
- Bachelor’s degree in Surveying (with a bias in GIS), GIS, Geomatics or related discipline.
- At least 3–5 years of experience in GIS technical work, preferably in land governance or development projects.
- Strong technical skills in GIS software (ArcGIS, QGIS) and spatial data management.
- Proven experience in supervising technical teams and coordinating multi‑district activities and collaboration with district government authorities.
- Excellent communication, teamwork, stakeholder engagement, and reporting skills.
- Ability to work under pressure and deliver results within tight timelines.
