Makerere University has received funding from the Governments of Uganda and South Korea to implement the Improvement of Makerere University Project. Makerere University invites applications from suitably qualified candidates for the various project staff positions.

Applicants will be required to attach the following documents:

  1. An application letter clearly stating the job applied for and duly signed by the applicant.
  2. An up-to-date curriculum vitae. The curriculum vitae must also state the names and addresses of at least three referees.
  3. Copies of academic certificates and transcripts.
  4. A minimum of three recommendation letters duly signed by the referees.

Note that:

  1. Applicants must be Ugandans.

1. Post: Project Engineer – (01 Vacancy)

Reporting to: Project Coordinator

Qualifications

An honors Bachelor’s Degree in Civil Engineering

Requirements

Computer literate and knowledgeable in the use of standard design software, e.g., AutoCAD

Experience

At least eight (8) years of experience, 3 of which should be as a registered Engineer with the Engineers Registration Board. Experience in undertaking similar roles for similar infrastructure projects

Roles and Responsibilities

Role: Supervise the project consultants and staff on all technical aspects.

Responsibilities

  1. Ensure that service providers comply with contractual obligations.
  2. Assist in procurement planning and reporting.
  3. Participate in the preparation of bid documents.
  4. Participate in the evaluation of bids and proposals.
  5. Review and validate architectural and engineering designs.
  6. Coordinate interdisciplinary design inputs (civil, structural, mechanical, electrical, and Plumbing (MEP).
  7. Ensure that construction work complies with drawings, specifications, and codes.
  8. Supervise contractors and subcontractors for technical accuracy and quality.
  9. Monitor safety compliance based on national regulations and project-specific safety plans.
  10. Maintain detailed site records, including daily reports, quality control logs, and test results, to ensure accurate documentation.
  11. Support in preparing interim payment certificates, change orders, and technical justifications.
  12. Submit timely reports to the Supervisor

Reporting to: Project Engineer

Qualifications

a) Honors bachelor’s degree in architecture

Other requirements

  1. Should have experience in the design and construction of educational facilities;
  2. The applicant shall be computer literate and knowledgeable in the use of standard architectural software, e.g., ArchiCAD, AutoCAD.
  3. Experience in undertaking similar roles for similar infrastructure projects.

Experience

At least eight (8) years of experience as an Architect, 3 of which should be as a registered Architect with the Architect Registration Board (ARB).

Roles and Responsibilities:

Role: Review architectural designs and documents of the various proposed facilities under the project.

Responsibilities

  1. Review specifications of the proposed designs and project equipment.
  2. Manage all projects’ architectural and technical records.
  3. Ensure that construction work complies with drawings, specifications, and codes.
  4. Supervise contractors and subcontractors for technical accuracy and quality within time and cost.
  5. Monitor safety compliance based on national regulations and project-specific safety plans.
  6. Submit project reports to the Project Engineer.

3. Post: Quantity Surveyor- (01 Vacancy)

Reporting to: Project Engineer

Qualifications:

  1. An honors bachelor’s degree in Quantity Surveying Other requirements
  2. Practical experience in quantity surveying practice or related duties in a public or private institution.
  3. Experience in the use of ICT project planning tools Like Primvera, MS Project, or equivalent.

Experience

At least eight (8) years, 3 of which should be as a registered Surveyor with the Surveyor’s Registration Board (SRB

Roles and Responsibilities

Role: Manage all quantity surveying work for the project.

Responsibilities

  1. Review bills of quantities, specifications, and payment certificates.
  2. Check the progress of the works as presented by the contractor and consultant using the Earned Value Methodology.
  3. Monitor services performed by the contractors and supervision consultants.
  4. Undertake regular site visits, participate in monthly site meetings, and provide detailed reporting
  5. Check regular disbursement schedules for construction works.
  6. Verify any claims made by the contractors
  7. Carry out appraisals on the work and do value engineering to determine where funds can be utilized for better project delivery.
  8. Check payment certificates for contractors and consultants.
  9. Submit timely reports to the Supervisor

Qualifications

  1. An honors Bachelor of Commerce Degree or
  2. Bachelor of Business Administration.
  3. Qualification in either CPA or ACCA.

c) Knowledge of the Government of Uganda Integrated Financial Management System will be an added advantage.

Experience

At least eight (8) years of practical experience in financial management or related accounting duties, three of which should be at the level of Principal Officer or equivalent at a reputable organization.

Roles and Responsibilities

Role: Manage the project’s financial payments and reports.

Responsibilities

  1. Prepare regular project financial reports.
  2. Check for compliance of payment documents.
  3. Produce within agreed timeframes and in the standard formats, monthly financial statements and financial management reports.
  4. Implement adequate internal controls to manage project financial and physical resources effectively, ensuring their efficient and economic use.
  5. Coordinate accounting and financial arrangements for various project components and categories, adhering to Economic Development Cooperation Fund (EDCF) reporting guidelines.
  6. Support the timely annual financial audit and the value-for-money audit of the project.

Roles and Responsibilities

Role: Manage the project procurement and disposal processes

Responsibilities

  1. Implement the project procurement plan.
  2. Ensure adequate publicity for business opportunities through the preparation, publication, and periodic updating (when applicable) of general procurement notices.
  3. Review project Bidding Documents and ensure compliance with EDCF and PPDA guidelines.
  4. Solicit requests for consultancies, goods, and works.
  5. Participate in the evaluation of bids.
  6. Assist in the preparation of draft and final Bid Evaluation Reports and contracts for goods, works, consultancy, training provision, and non-consulting services procured
  7. Support the preparation of documentation required to certify progress, conclusion, or acceptance of goods, works, consulting and non-consulting services, and training.
  8. Organize the acceptance of the goods’ customs clearance and ensure the secure delivery of the goods to the appropriate final destinations.

At least five (5) years of experience in a similar role in a public or private organization.

Roles and Responsibilities

Role: Manage the monitoring, evaluation, and reporting function of the project.

Responsibilities

  1. Timely preparation of the project’s regular progress reports.
  2. Continuous assessment of project risks and remedial actions.
  3. Track procurement planning and reporting.
  4. Organize periodic evaluation meetings with the relevant stakeholders regarding the progress of the activities, the challenges encountered, and possible solutions;
  5. Timely reporting to the Supervisor

Experience

At least five years of proven practical experience in project administration in a reputable organization or Institution.

Roles and Responsibilities

Role: Ensure the provision of well-functioning and adequate administrative, secretarial, and office support to the project office.

Responsibilities

  1. Manage project documentation, record-keeping, and/or filing system.
  2. Support the timely replenishment of office sundries.
  3. Participate in preparing project progress reports and work plans.
  4. Establish clear systems for initiating all project office procurements and maintaining offices, assets, and equipment.
  5. Maintain an inventory of all project assets and equipment.
  6. Provide logistical support to the project staff.
  7. Perform other related job tasks as assigned by the Supervisor.
