Project Overview
The Local Partner Health Services East Central – Transition award to Makerere University Joint AIDS Program (MJAP) Activity is funded by the U.S.G. Department of State. This Award supports public health facilities and their communities in 12 districts and Jinja City that include Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to drive sustained HIV/TB control, reduce malaria burden, improve maternal and child health outcomes, and build resilient pandemic preparedness and response capacities. MJAP is looking for competent, passionate, and committed individuals to fill the position of Monitoring and Evaluation Specialist.

Job Summary: The Monitoring and Evaluation (M&E) Specialist will provide technical leadership in monitoring, evaluation, routine data analytics, Continuous Quality Improvement (CQI), learning, and knowledge management for MJAP’s LPHS- EC activity, based at the Bugiri sub-region office. The role strengthens data quality, performance monitoring, reporting, and evidence generation across supported districts and health facilities in the East Central region, in support of LPHS-EC’s objectives to sustain quality HIV, TB, and integrated service delivery and achieve epidemic control. The M&E Specialist supports the Strategic Information and Learning (SI&L) function, feeding it the routine data, quality-assured datasets,
preliminary analyses, and documented lessons that enable in-depth analytics and program adaptation at regional level.
The M&E Specialist will work collaboratively with the District Health Team (DHT), Jinja Regional Referral Hospital, and the Department of Health Information at the Ministry of Health (MoH) and provide technical support to health facility teams to strengthen the delivery of high-quality, integrated HIV, TB, Maternal and Child Health (MCH), Malaria, and Global Health Security (GHS) services in accordance with national guidelines. The role supports routine data collection, analysis, review, reporting, and utilization for evidence-based decision-making; applies CQI approaches to close service delivery gaps across the continuum of care; and builds the capacity of Data Officers, Data Clerks, and health facility teams in M&E, data management, leadership, and data use.
Roles and Responsibilities
1. Strengthen M&E systems and monitor key program activities.
2. Support digitalization of health information systems.
3. Oversee data collection, analysis, triangulation, and use for decision-making.
4. Conduct data quality assurance and verification.
5. Manage HMIS tools, patient records, and related logistics
6. Ensure secure data storage and stakeholder access to information.
7. Coordinate M&E functions across the district and sub-region.
8. Build the M&E capacity of facility and project teams.
9. Advance operational research, learning, and dissemination.
10. Supervise and appraise assigned staff.
Minimum Qualifications and Experience:
● Bachelor’s degree in Statistics, Biostatistics, Quantitative Economics, Development Economics, Statistical
Economics, Computer Science, Business Statistics, Health Informatics, Population Studies, or a related field.
● Postgraduate qualifications in M&E, Public Health, Biostatistics, Epidemiology, or a related field is an added advantage.
● Minimum 3 years’ experience in Monitoring, Evaluation and Learning within health programs.
● Experience working with PEPFAR-funded projects, National DHIS2, UgandaEMR, EAFYA, Power BI, STATA, SPSS,
GIS-based data visualization, and Microsoft Excel dashboards is highly desirable.
● Experience in operational research, scientific writing, and abstract development is an added advantage.
Desired Attributes
● Experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders on HIV/TB initiatives in alignment with national strategic plans.
● Demonstrated competence in Continuous Quality Improvement (CQI), data use for performance improvement, and implementation science.
● Excellent report writing, presentation, facilitation, and scientific communication skills.
● Experience in managing quality improvement interventions and technical/institutional capacity building programs.
● Ability to adapt to changing program priorities and implementation approaches.
