
Position Title: Finance Manager
Business Unit / Function: Wananchi Group Uganda
Location: Kampala, Uganda
Department: Finance
1. JOB PURPOSE
To maintain the accounts records of Simbanet, Uganda, Wananchi Cable Uganda and Wananchi Group Uganda in line with the Business requirements. To produce timely and accurate accounts in line with generally accepted accounting principles and company policies. To ensure all the statutory regulations are adhered to and any deviation is reported to the management for necessary corrective function.
2. KEY ACCOUNTABILITIES
1) Reporting
> Weekly Reports: i.e. Trading forecast, Accounts Payable, Accounts receivable, Sales Orders, Bandwidth costs, and MRR, Cash balances.
• Monthly Reports: i.e. Trading results, Statement of affairs, Cash flow Inter-company balance confirmation, Fixed Assets, Monthly sales orders, Accounts Receivables, Accounts Payables, Stock valuation reports.
• Quarterly/Yearly: i.e. Trading results, Statement of affairs, Cash flow, Expected projection, Bank Reco statement, VAT return reco. Inter-company balance, Accounts Receivables, Accounts Payables, Revenue comparison with Budgets and with previous years.
• Cash Flow Forecast: i.e. Provide month cash forecast for the next three months. I.e Cash forecast &Trading Forecast
2) Business Planning & budgeting
Development of company budgets in liaison with departmental heads.
• Align the budgets development as per the company business plan.
• Ensure that budgetary controls are in force in line with the
approved company budgets.
• Compare actual performance with budgets and variance analysis of the same.
• Develop a reforecast based on the change in business dynamics and economic conditions and compare with the budgets.
3 Statutory Compliances
• Ensure all the statutory deductions and deadlines have been adhered to. E.g PAYE, NHIF, VAT, W/T, NSSF, Installment tax and final tax.
facilitate any statutory audit from any government agencies.
4) Financial Analysis.
• Analyze the monthly trading results trend with adequate reasons of any fluctuations.
> Interpret the company’s financial results to management and recommend improvement activities.
• Develop relevant ratios from the financial statements and advise on the heath of the business.
• Analyze the profitability of services offered by the company.
• Compute and advise on return on investment of various investments done by the company. i.e. POPs, Base stations
• Analyze the customer connections per building in order to make informed business decisions.
• Create additional analyses and reports as requested by management
5) Internal control and Governance
• Ensures policies and procedures in regards to all financial operations are adhered to.
• Ensures appropriate segregation of duties in all finance functions.
• Preparation for internal audit periodically.
• Liaising with external auditors for both annual and interim audit between Oct to Dec and Jan to Mar.
• Have complete audited accounts 30th March.
6) Treasury Management
• Review cash and bank balances on daily basis.
• Ensure that sufficient funds are available to meet ongoing operational and capital investment requirements.
• Conducts surprise cash count and tally the same with the cash book.
• Review all the bank reconciliations on monthly basis.
Monitoring and interpreting cash flows and predicting future trends.
• Maintains banking relationships
Making appropriate investment of excess funds.
7) Procurement Management
– Ensures competitive pricing has been arrived at before approving the purchase requisition.
• Ensures that any capex procured is in accordance with the approved budget.
• Approve LPOs and ensure that the procurement procedure is adhered to.
8) Receivable ( A.R) Management
• Ensures that annuity billing is done on 1s* of every month.
• Ensures that first billing is done in accordance with the accounting information and contract.
9) Payables ( A.R) Management
• Ensure all the costs and expenses in relation to the business are booked through a system of accrual
• Approve all the payment vouchers.
• Ensure all supplier accounts are reconciled.
• Ensure that suppliers are paid on time.
10) Inventory Management
• Ensure stock take is conducted by 30th of every month and agreed to our stock ledger.
• Ensures bin cards are properly maintained.
• Ensures that we don’t have stock out at any given time.
• Ensures we don’t tie cash in stocks and we only have fast moving items.
11) Fixed Asset Management
• Ensures fixed asset register is maintained in an orderly manner.
• Ensures proper tagging of all the company assets.
• Safeguard company asset by taking appropriate insurance covers.
• Ensures regular physical verification of all the assets.
Approval of Capex in line with approved budgets.
12) General
• Staff Supervision & development.
Close the books on monthly basis.
• Continuously review all G/L accounts and ensuring accurate posting is done.
• Staff Salary processing and posting to the G/L.
• Daily cost control through approval of all cash payments
• Under take and negotiate for business insurance i.e General
Insurance, Group life and medical insurance.
• Cost cutting through supplier/contractors negotiation on the most competitive rates.
• Day to day general administration i.e. Motor vehicle &
Office repairs approvals.
• Any other duty allocated from time to time by my supervisor.
13) Operation & Administrative matters
• The Finance Manager will be reporting to COO for all day to day operational and administrative matters.
Recommended Education Minimum:
Qualifications
• Bachelor’s Degree in Finance, Accounting, Commerce, Economics, or a related field.
• CPA (Uganda) / ACCA / CIMA or equivalent professional accounting qualification.
• Membership in a relevant professional accounting body would be an advantage.
Recommended Experience Qualifications
• 8-10 years of progressive experience in finance and accounting, with at least 3-5 years in a managerial or senior finance role.
• Demonstrated experience in financial reporting and management accounts, including monthly, quarterly and annual reporting.
• Strong experience in budgeting, forecasting, financial analysis and variance analysis.
• Experience managing statutory compliance, including VAT, PAYE, withholding tax, NSSF and other applicable statutory obligations.
• Experience in treasury and cash-flow management, including bank reconciliations and cash-flow forecasting.
• Experience overseeing accounts receivable, accounts payable, inventory and fixed asset management.
Experience coordinating internal and external audits and implementing internal controls.
Experience supervising, developing and managing a finance team.
Experience in telecommunications, ISP, technology, or a similarly complex multi-entity environment would be an advantage
