Job Description:

Reports to: Programme Manager.

Duty station: Minakulu

 

Key Result Areas:

Project planning and implementation:

  • Quality Integrated EAR health Plans and budgets developed that ensure strong alignment with WV Uganda Country strategy 2026 – 2030.
  • Ensure intentional targeting and participation of RC and their households in the various project  interventions (where applicable)
  • Support cluster/AP teams implementing grants and ensure the implementation is done in an integrated manner.
  • Support monitoring of project budgets, expenditures and execution ensuring that the Project is managed as per plan within time and budgets, meeting donor and community accountability
  • Effectively roll out and develop strong accountability mechanisms to capture feedback from external partners and District Health Department.
  • Lead implementation of project activities to ensure timely achievement of planned outputs and outcomes.
  • Coordinate ENT service delivery interventions across supported health facilities and strengthen the referral system.
  • Support advocacy and partnership initiatives for project ownership and sustainability, including strengthening partnerships with the district health team, sub-regional forums and implementing partners in relation to ENT service delivery.

Stakeholder engagement and Quality Assurance:

  • Identify and partner with Sub-Regional local organizations for sustainability and prepositioning purposes for the project
  • Engage the District Health Departments to coordinate the different actors in the districts for purposes of synergy and sufficient weight of action for key issues.
  • Facilitate advocacy engagements with Regional Referal hospitals to create points of referral for EAR health conditions.
  • Support implementation of technical area specific local advocacy plans with special interest to the operations of the CVA working groups.
  • In close collaboration with the MEAL team, track technical model fidelity ensuring they follow partnership standards.
  • Track and support implementation of recommendations from various accountability mechanisms such as reflection, finance and operation audits, project action learning and reviews.

Project Documentation and Learning:

  • Actively participate in the output and outcome monitoring processes to ensure technical quality and oversee the writing of the technical area specific section of the progress reports (semi-annual and annual).
  • Review monthly CHW reports and output data and support routine action planning ensuring that activity implementation impacts program outputs

      • Link WVU’s outputs to the national Management Information Systems
      • Documentation of success/impact stories
  • Actively participate in grants reporting and ensures that grant projects participate in the TP specific reflections.
  • Compile progress reports (Monthly, Quarterly, Semi Annual and Annual) for management decision making in line with the project implementation plan and donor requirements.
  • Promote utilization of data/information from progress reports, baselines, evaluations and other assessments at project level through reflection and learning forums such as quarterly review meetings and management meetings or conferences for project partners.
  • Documentation of project learning, project most significant change stories, best practices realized from external engagement and partners working with the project.
  • Support Health Facilities to have databases to track beneficiary support from the project.
  • Develop and administer performance-monitoring tools to track Project indicators within project log frame.

Capacity Building

  • Build the capacity of partners to accurately monitor and evaluate the project output, outcomes and indicators’ progress through organizing training sessions or field visits.
  • Identify capacity building needs for external partners and report them for management attention
  • Strengthen the existing Joint District Health Sector engagements to facilitate adoption and tracking of EAR Health interventions by Health facilities, District and partners.

Any Other Duties

  • Carry out any other duties required by the PMs, and the Regional Manager in support of the overall Project agenda and organizational objectives in the Sub-Regions and Region.

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • A Bachelor’s Degree in any Health related areas preferably in Nursing or Public health.
  • Minimum of 3 years of work experience in managing health related projects or programs is highly desirable. Experience in implementation and management of ENT programmes is an added advantage
  • Experience in proposal writing and development, grants management, report writing, research, monitoring and evaluation skills.
  • Prior experience in external partner and stakeholder engagement, networking and coordination.
  • Highly experienced in data management processes and field research skills.
  • Ability to work with inter-disciplinary teams and a wide range of program/project activities.
  • Experience working with grants is an added advantage.
  • Strong report writing and communication skills, both verbal and written.
  • Proactive personality, self-driven, confident and strongly motivated.
  • Good interpersonal skills, team player, facilitation skills.
  • Proven conceptual & analytical skills, ability to take an evidence-based approach to programming.
  • Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
  • Experience with Health Project Implementation, including understanding of ENT services, is desirable.
  • Knowledge of designing and managing Project plans and budgets to facilitate improved service delivery and support related to development programming.
  • Experience in designing basic Project data tools, and the ability to coach and train others in their use is desirable.
  • Excellent command of MS Excel, and working knowledge of at least two office packages
  • Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming is desirable.
