Save the Children Uganda invites suitably qualified and experienced consultants to submit proposals for the Provision of Consultancy Services for the Outcome Harvesting Study under the NORAD Framework Programme, “Transforming the Future for and with Children.”
The consultancy will document and analyse significant changes resulting from interventions on child participation, social accountability, governance, climate action and disaster risk reduction, generating evidence on how children and young people are influencing decision-making, policies, planning and service delivery at community, district and national levels. The assignment will also strengthen Save the Children Uganda’s capacity to use Outcome Harvesting for learning, adaptive management, accountability and evidence generation.
SCOPE OF THE ASSIGNMENT
The Outcome Harvesting exercise will focus on interventions implemented under the NORAD Framework Programme across Northern Uganda and the Karamoja sub-region. The harvesting process will engage a broad range of stakeholders, including children participating in Child Advisory Committees (CACs), Children Reference Groups (CRGs), Disaster Risk Reduction (DRR) clubs, Child Rights Clubs, and other school-based participation structures. Special attention will be given to ensuring the inclusion of children with disabilities and other vulnerable groups, alongside parents and caregivers, community leaders, district government stakeholders, implementing partners, national-level government and policy stakeholders, and Save the Children programme and MEAL staff.
The field component of the Outcome Harvesting exercise will be implemented through two NORAD-led teams to ensure effective coverage of the target districts. The Northern Uganda Team will cover Gulu, Nwoya, and Omoro districts, while the Karamoja Team will cover Kotido, Moroto, and Napak districts. These teams will lead stakeholder engagements and outcome identification processes within their respective areas, working closely with the consultant, Save the Children programme staff, and MEAL staff. The consultant will provide overall technical leadership, facilitate the harvesting and validation workshops, and support the analysis and synthesis of findings, while the NORAD teams will play a central role in co-facilitating workshops, generating evidence and documenting outcomes from the targeted communities and stakeholder groups.
METHODOLOGY
The consultancy will employ the Outcome Harvesting (OH) methodology, a participatory monitoring, evaluation, and learning approach that identifies, verifies, and analyses changes in behaviours, relationships, actions, policies, and practices influenced by programme interventions.
