1.0 Background:

Uganda, together with Kenya and Tanzania, will host the African Cup of Nations (AFCON) 2027.

The Local Organizing Committee (LOC) was constituted to work with Confederation of African Football (CAF) to oversce the preparatory activities.

Accordingly, the Ministry of Education and Sports on behalf of the Local Organizing Committee invites suitably qualified and experienced Ugandans within the Local Organizing Committee (LOC), Ministry of Education and Sports, National Council of Sports, Fédération of Uganda Football Association and the Uganda Olympics Committe to apply for positions under the African Nations Champions (CHIAN) 2024/African Cup of Nations (AFCON) 2027 Secretariat as indicated below:

2.0 Job Descriptions and Person Specifications:

Post: Deputy Chief Executive Officer

Reports to: Chief Executive Officer

Contract Period: 11 Months

Duty Station: AFCON Secretariat Offices, Lugogo, Kampala

Job Reference: ADM 102/237/01/01

Job Purpose:

To deputize the Chicf Executive Officer by providing strategic oversight and support on the day to day operations of the LOC Secretariat

Key Duties and Responsibilities:

  1. Provide strategic oversight on of all functional units within the LOC Secretariat, ensuring effective collaboration, alignment of priorities, accountability, and timely delivery of the LOC’s mandate;
  2. Provide leadership in the development of operational workplans, budgets, other working documents and monitor implementation and report variances to the CEO;
  3. Support the CEO in coordinating all LOC Sub-Committees and Contractors activities to ensure compliance with agreed performance standards and preparing frequent reports for the LOC’s attention and the responsible Accounting Officer;
  4. Provide oversight of procurement and contracting processes in line with the
    PPDA Act, CAF guidelines and established Secretariat policies and procedures;
  5. Ensure readiness of stadiums, training venues, accommodation, transport, and medical services for the tournament;
  6. Coordinate with CAF, and other confederation officials on operational matters;
  7. Manage relationships with sponsors, broadcasters, and commercial partners in consultation with the CEO;
  8. Identify operational, financial, and reputational risks and implement mitigation measures:
  9. Coordinate the preparation of periodic progress reports, dash boards and briefs for LOC Committee, Ministry of Education and Sports and other Stakeholders;
  10. Monitor compliance with the CAF Hosting Agreement, Uganda’s Public Finance Management Act, and Anti-corruption Laws;
  11. Supervise, mentor, and appraise direct reports;
  12. Any other duties that may be assigned from time to time.

Academic Qualifications:

i) An Honours Bachelor’s Degree in either Business Administration, or Public Administration, or Sport Management, or Project Management, or Law, or Economics from a recognized Institution/University;

ii) A Master’s Degree in any of the above fields from a recognized Institution/University;

iii) Professional certification in Project management (PMP), Event Management, or Sports Administration will be an added advantage.

Working experience:

At least eight (8) years’ relevant working experience from a reputable organization, three (3) years in Project Management/Leadership responsibilities;

Proven experience in the management of large-scale projects or events.

Post: Infrastructure Management Officer (2)

Reports to: Operations Manager

Job Purpose:

To support the planning, budgeting and prioritization of implementation of the activities of the Infrastructure management Sub-Committee of the LOC.

Key duties and responsibilities:

  1. Liaise with the Infrastructure management Sub-Committee to ensure timely implementation of agreed actions;
  2. Prepare and submit facility maintenance plans, budgets to the LOC;
  3. Liaise with facility owners and managers on access and usage of the facilities;
  4. Assess and submit reports on infrastructure and equipment needs of designed competition and facilities;
  5. Liaise with the responsible Sub-Committee to prepare periodic progress reports on infrastructure to CAF;
  6. Work with the Sub-Committee responsible to ensure efficient stadium access and safe roads to and from airports, stadiums and hotels;
  7. Liaise with facility owners and on the proper maintenance of sports infrastructure;
  8. Any other duties that may be assigned from time to time.

Academic Qualifications:

An Honours Bachclor’s Degree in either Civil Engineering, or Architecture from a recognized University/Institution. Qualifications in sports facilities management from a recognized institution will be an added advantage.

Working Experience:

At least five (5) years relevant working experience from a reputable organization.

Ability to oversee and lead project execution, strong communication and reporting skills, ability to handle unexpected issues and resolve problems, teamwork, and time malmanagement.

Post: Information Communication Technology Officer

Reports to: Operations Manager

Contract Period: 11 Months

Duty Station: AFCON Secretariat Offices, Lugogo, Kampala

Job Reference: ADM 102/237/01/03

Job Purpose:

To provide ICT support to the LOC and Secretariat, including ICT services required across all LOC Subcommittees.

Key duties and responsibilities:

  1. Provide first-level technical support to the Sub-Committee in the development of ICT projects, budgets, and objectives in accordance with the National IT Project Management Methodology;
  2. Support the responsible Sub-Committee in the development of project schedules, deliverables and performance indicators;
  3. Act as liaison between the ICT Sub-Committee and relevant departments to facilities smooth execution of projects;
  4. Coordinate and monitor the roll-out ofICT enabled services and innovations and ensuring alignment with LOC needs;
  5. Conduct strategic assessments of ICT initiatives, identifying arears for improvement or risk mitigation;
  6. Provide periodic reports and insights enabled services and innovations and earning alignment with LOC needs;
  7. Verify the effectiveness and integrity of ICT systems and applications by conducting routine systems audits;
  8. Ensure implemented technologies comply with safety, privacy and institutional standards;
  9. Liaise with the Security and Safety Sub-Committee to develop a comprehensive safety;
  10. Ensure timely provision of resources, facilities, workspaces and equipment for ICT and accreditation;
  11. Any other duties that may be assigned from time to time.

     

Academic Qualifications:

An Honors Bachelor’s Degree in either Information Technology, or Computer Science or related field from a reputable University or Institution.

Experience:

A minimum of three (3) years’ relevant working experience in ICT project implementation or systems coordination from a reputable organization.

Knowledge of national IT policies, standards, and project management methodologies.

Experience working in ICT, safety and security related duties in major football events will be an added advantage

Experience working in a multi-stakeholder or public sector environment will be an added advantage

Accreditation management: Knowledge of accreditation processes and procedures.

Safety and security: experience in developing and implementing safety and security plans.

Job Purpose:

To conduct routine procurement and disposal functions for the Secretariat in accordance with the Confederation of African Football (CAF) procurement guidelines.

Key duties and responsibilities:

  1. Compile documentations and maintain safe custody of procurement and disposal records;
  2. Guide and advise suppliers on correct procurement procedures;
  3. Reference, verily and manage procurement documentation;
  4. Liaise with the Procurement Officer to facilitate timely payment of suppliers;
  5. Verify and organize documentation relating to procurement for use by interested parties;
  6. Capture sanctioned transactions in the procurement system for further processing;
  7. Prepare draft bid documents and participate in evaluation of bids as and when assigned
  8. Any other duties that may be assigned from time to time.

Academic Qualifications:

EITHER:

An Honours Bachelor’s Degree in either Procurement and Logistics Management. or Supply Chain Management, OR An Honours Bachelor’s Degree in either Commerce, or Business Administration with specialization in Procurement and Supply Chain Management.

OR:

Full Professional Qualification in Procurement and Supply Chain Management from a recognized Institution.

Working experience:

At least three (3) years relevant working experience served at the level of Procurement Assistant from a reputable organization.

Job Purpose:

To perform general accounting duties for the Secretariat.

Key duties and responsibilities:

  1. Exam correctness of payment requests, completeness of documentation and certify requisition or, transaction for further management;
  2. Compile receipts, reconcile invoices and Local Purchasing Orders for goods and services
  3. Provide custody for accounting records and documents;
  4. Post financial transactions, cashbooks, subsidiary ledgers to General ledger and maintain up-to-date record of books of accounts;
  5. Prepare and reconcile payroll transaction reports;
  6. Prepare draft monthly reconciliation reports;
  7. Prepare payment advice forms, receive-non-tax revenue collections, imprest, compile returns and prepare monthly accountability;
  8. Assist in processing payments to suppliers, staff, and other stakeholders;
  9. Maintain organized and up-to-date financial records, both physical and electronic;
  10. Any other duties that may be assigned from time to time.

Academic Qualifications:

EITHER

An Honours Bachelor’s Degree in either Commerce (Accounting option), or Business Administration (Accounting option), or Business Studies (Accounting option) or Finance and Accounting from a recognized University or Institution.

OR:

Full Professional Accounting Qualification such as ACCA, CPA, ACIS and CPE obtained from a recognized Institution and accredited by Institute of Public Accountants of Uganda (ICPAU).

Working Experience:

At least three (3) years relevant working experience served at the level of Accounts Assistant in a reputable organization.
