Sector Advisor: Food Systems & Climate Resilience  *

in  WHH Kampala – Country Office

 

The position is to be filled as soon as possible, with an initial contract duration of One (1) Year. There are very good prospects for an extension. Employment location will be Kampala, Uganda .The position is paid according to SG8 ranging between a monthly gross of UGX 7,552,000 to UGX 9,322,000.

Your responsibilities

Key Duties and Responsibilities:

  1. Environmental Screening, Climate Vulnerability & Risk Analysis 

• Lead delivery of environmental screening tool during design and resource mobilization for all new projects

•In consultation with the climate team, design and lead assessments of climate vulnerability for all new projects, in line with WHH’s climate marker guidance.

Programme Design and Technical Assistance

•Develop context-specific technical interventions to promote climate resilient food systems aligned with WHH global and Uganda country strategies and technical guidance.

•Build staff capacity to deliver high quality climate smart agriculture and natural resource management approaches, such as soil restoration, agroforestry and sustainable water use.

  1. Capacity Building & Learning 

•Produce technical guidelines, training materials, and lead food systems and climate resilience capacity-building for WHH staff, partners, and other key food systems and climate resilience actors in Uganda.

•Support MEAL teams in establishing climate and food systems indicators in line with global guidance and embedding them in monitoring and evaluation.

•Lead and/or input to evidence-based learning products

Proposal Development & Donor Engagement

• Provide technical input and review for proposals for food systems and climate resilience, ensuring technical quality and alignment with global guidance and standards.

•Represent WHH in food systems and climate resilience technical fora, working groups, and networks to elevate institutional visibility and partnerships.

•Represent WHH in meetings with bilateral, multilateral and institutional donors and ensure WHH’s work is presented in a credible and quality manner.

  1. Management, Coordination & Technical Oversight 

•Provide ongoing technical support to project teams, ensuring integration of climate-smart measures within sectoral programming.

•Work closely with MEAL, Grants, and Programme staff to embed climate resilience in programming, reporting, and learning processes.

•Provide technical and quality assurance oversight to food systems and climate resilience projects and ensure that project funds and resources are spent efficiently and in compliance with donors and WHH regulations.

•Conduct field visits to project locations to engage with the partners, stakeholders and to check the quality of project implementation.

  1. Advocacy & External Engagement

•Represent WHH in national dialogues, coordination forums, and advocacy networks on food systems, agriculture, natural resource management and climate change

• Represent WHH Uganda with relevant line ministries, including Ministry of Water & Environment, Ministry of Agriculture, Ministry of Energy and Ministry of Finance and position WHH as a trusted technical assistance partner.

•Establish collaborations with research institutions, private sector and non-governmental organizations in the field of food systems.

Your profile

Required Education, training and/or Certification

• Bachelors in disciplines related to social sector Planning Management, Development studies, Emergency & Recovery Food Security Livelihoods, Humanitarian Leadership Management, Agricultural Economics, Development Economics, Agriculture, Food security or other relevant disciplines.

• Postgraduate qualification in discipline related in the related disciplines above.

•7-10 years’ experience in food security and livelihoods programming in developing countries with specific experience and/or advanced understanding of at least three of the following

  • FSL and Climate Resilience programme design and quality management for vulnerable populations especially in agro-pastoral communities
  • Experience of running and monitoring cash transfer programmes
  • Designing and implementing market assessments and analysis of data collected
  • Relevant training and expertise in using Market Based Programming, FSL Assessment, Labour Market Assessment, Participatory Vulnerability Capacity Assessment, Climate Adaptation and Mitigation Practices/Approaches.
  • Good understanding of poverty reduction strategy framework and related processes.
  • Working experience in planning and response to large-scale food insecurity situations.
  • Strong commitment to capacity building of staff and partners with willingness to adopt a participatory and consultative management approach.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. Tact and diplomacy are essential
  • Willingness to travel regularly.
  • Fluent in spoken and written English, knowledge of Ugandan languages as an asset.
