Knowledge, skills and competences
  • Demonstrated experience in resource mobilization and proposal development.

Responsibilities

Job Purpose    

To provide strategic leadership and overall oversight of the organisation’s programmes and projects, ensuring effective planning, implementation, monitoring and evaluation in line with the organization’s strategic plan, mission and disability inclusion mandate. The Director Programmes reports directly to the Chief Executive Officer and is accountable for programme quality, performance, sustainability and achievement of results that advance the rights, inclusion and empowerment of Persons with Disabilities.

Job summary

The position shall report directly to the Chief Executive Officer and serve as a member of Senior Management. The position shall provide overall strategic leadership and oversight of programme development and delivery, ensuring that programmes and projects achieve measurable, sustainable and impactful results.

The Director Programmes shall lead the development and implementation of the organisation’s programme strategy, resource mobilization, strategic partnerships, programme quality, monitoring and evaluation, learning and sustainability. He/she shall provide strategic leadership, supervision and performance oversight to the Programme Managers and programme teams, ensuring effective coordination and delivery of programme priorities. The Director Programmes shall work closely with Programme Managers and Senior Management to translate organizational priorities into impactful programmes, strengthen the organisation’s strategic positioning and influence, and build effective relationships with government, development partners, donors, civil society, private sector and other key stakeholders.

 Main Tasks and Responsibilities

1.0  Programme development, planning and implementation -40%

  •  Provide leadership to the development and implementation of the programmes and projects.
  • Undertake review of the strategic plan and ensure programmes are in alignment with the organisation’s strategic objectives
  • Coordinate the development and implementation of the organisation’s annual and quarterly work plans and the related reviews.
  • Ensure preparation of periodic programme reports to decision making organs.
  • Ensure programme activities are implemented in compliance with agreed guidelines.
  • Ensure programme activities & deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
  • Initiate new / update concept notes, curricula and materials, programme documents and budgets
  • Oversee research in relevant pertinent issues to build a body of knowledge and influence change at various levels.
  • Scrutinize activity plans to ensure gender responsiveness, alignment to project documents, the organisation’s strategic plan and policies
  • Ensure regular programme development and approval of activity schedules
  • Convene regular programme planning and review meetings as appropriate.

2.0  Human Resource Management-15%

  • Participate in the recruitment and induction of  organisation employees and volunteers as required.
  • Ensure HR resources in programmes are efficiently deployed productively.
  • Set, review and approve programme staff annual performance targets and monthly timesheets.
  • Provide support supervision, set performance targets, mentor, regularly appraise and give feedback to Programme Manager(s) and appraise them
  • Oversee that Programme Manager(s) provide support and execute appraisals of                  Programme Officers and other staff who report to them.
  • Provide technical guidance and methodological support to all programme staff
  • Participate in the review of human resource policies and plans.
  • Identify the programme related human resource capacity needs and competencies and address them in collaboration with the Human Resource Officer and Executive Officer.

3.0   Resource Mobilization and Grant Management-40%

  • Support the development of the Resource Mobilisation Strategy.
  • Development of annual programme/project tracking tools and monitor them and ensure timely deliverables
  • In close collaboration with the Chief Executive Officer, keep abreast of the trends within the donor environment in the country and internationally.
  • In collaboration with the Chief Executive Officer, identify existing and potential funding opportunities
  • Provide technical support and guidance to proposal development, undertake fundraising activities including allocation of responsibilities to the Programme Team.
  • Participate in raising of resources to build the organisation’s reserves.
  • Undertake local and international fundraising initiatives.
  • Facilitate donor visits and assessments as necessary.
  • Coordinate narrative donor reporting in line with donor requirements and in a timely manner.
  • Prepare periodic briefings/status updates on programme for funding partners, Board of Directors through the Chief Executive Officer.

4.0 Financial and Budget Management-15%

  • Provide strategic oversight of programme financial resources and ensure their efficient, effective and accountable utilization.
  • Oversee programme and project budgets and ensure that implementation is consistent with approved budgets, funding agreements and organizational financial policies.
  • Work closely with the Finance Department and Programme Managers to monitor programme expenditure, budget performance and financial risks and take appropriate corrective action.
  • Ensure that programme resources are utilized cost-effectively and contribute to the achievement of planned results and organizational priorities.

5.0 Strategic Management and Organizational Support-35%

  • Provide secretariat support to the Senior Management Team, including coordination of management meetings, preparation of agendas and meeting documents, recording of minutes and follow-up on agreed actions.
  • Lead the preparation and consolidation of quarterly programme performance reports and annual programme plans for submission to the Board of Directors through the Chief Executive Officer.
  • Participate in the development, review and implementation of the organisation’s policies, strategies and organizational systems that support effective programme delivery and achievement of strategic objectives.
  • Provide strategic and technical advice to the Chief Executive Officer on programme performance, emerging issues, risks, opportunities and priorities to support effective decision-making.
  • Contribute to Senior Management discussions and organizational decision-making by providing strategic insights on programme performance, sustainability, partnerships, resource mobilization and emerging issues affecting the organisation’s mandate.
  • Support the Chief Executive Officer and Senior Management in translating organizational strategic priorities into coordinated and measurable programme interventions.
  • Undertake other strategic management responsibilities as may be assigned by the Chief Executive Officer.

6.0  Monitoring, Evaluation, Learning and Programme Performance -30%

  • Review consolidated quarterly progress reports (various programme reports) and share them with the Chief Executive Officer.
  • Oversee programme M&E and use the results to enforce remedial and inform further programme planning.
  • Review consolidated programme performance reports and provide strategic direction on emerging issues, performance gaps, risks and required corrective actions.
  • Work with the Monitoring, Evaluation and Learning function and Programme Managers to ensure that programme objectives, indicators, targets and monitoring processes are clearly defined and aligned with the organisation’s organizational results framework.
  • Ensure effective use of the organisation’s Management Information System (M&E MIS) to monitor programme performance, track project results, analyze trends and support timely management decision-making.
  • Provide strategic oversight of the organisation’s Observatory to ensure that relevant programme, disability and organizational data are systematically collected, analyzed, documented and used to generate evidence for programming, advocacy, policy engagement.
  • Review M&E reports and share findings with programme team and management team to guide strategic decision making.
  • Coordinate periodic reviews of the strategic plan and evaluations for the projects in collaboration with the Chief Executive Officer and the Monitoring, Evaluation and Learning manager.
  • Participate in defining programme and financial objectives, targets and monitoring processes (collect, collate and share relevant project information) in line with the programme and organisational M&E framework.

7.0  Representation, Strategic Partnerships and Stakeholder Engagement-10%

  • Coordinate and periodically review all partnership activities.
  • Develop Partnership strategy in liaison with the Human Rights Manager in line with the organisation’s partnership policy.
  • Ensure strategic alliances and partnerships are established and maintained to provide a wider platform to advocate for the organisation’s issues of interest.
  • Representation of the organisation in strategic partnership meetings and at key national, regional and international events.
  • Ensure that the organisation’s best practices are marketed at local, national and international forums.
  • Establish and maintain relationships with key stakeholders and government authorities to enhance collaboration and networking.

8.0  Other tasks and Responsibilities

  • Participate in the organisation’s key events
  • Represent the organisation in relevant fora at district, National and International  level.
  • Support and participate in other programme area activities when required
  • Ensure that resources under his/her care are properly deployed and utilized
  • Ensure vulnerable people, most marginalized disabilities (aged, youth, women & children) participate in the organisation’s activities
  • Undertake all necessary actions to protect and promote the image and brand of the organisation.
Qualifications

Master’s degree in development studies, Programme / Project Management, Social Sciences, institution.

Professional certification in Programme Management, Project Planning and Management, Monitoring and Evaluation, Resource Mobilization or a related field is an added advantage.

Details of experience
  • Minimum of 6–10 years of progressive professional experience in programme management and development,
  • At least 5 years at a senior management level in a national or international NGO, civil society organization, development agency or similar institution.
  • Strong understanding of disability inclusion and programmes
  • Proven track record of managing multi-donor grants and programme budgets.
