1. JOB PURPOSE

The Head of Projects – FTTH is responsible for the overall leadership and delivery of Wananchi Group’s Fibre-to-the-Home (FTTH) project portfolio. The role oversees the complete project lifecycle, from planning, design coordination and addressing through fibre deployment, construction, quality control, testing, commissioning, documentation and handover to operations. The position is accountable for ensuring FTTH projects are delivered on time, within approved budgets, to required technical and quality standards, and in compliance with HSES, regulatory and company requirements.

2. KEY RESPONSIBILITIES

A. FTTH Project Strategy & Planning

  • Develop and implement the FTTH project delivery strategy in line with business and network expansion objectives.
  • Translate rollout targets into annual, quarterly and monthly project plans.
  • Oversee multiple FTTH projects and ensure clear scope, timelines, milestones, resources and deliverables.
  • Establish project governance, reporting and performance management frameworks.
  • Prioritise projects based on commercial potential, customer demand, network readiness and strategic objectives.
  • Identify opportunities to improve deployment speed, efficiency and cost.

B. Project Execution & Rollout

  • Lead the end-to-end delivery of FTTH network deployment projects.
  • Coordinate planning, design, addressing, construction, fibre deployment, testing, QC and commissioning activities.
  • Monitor Homes Passed, fibre kilometres, buildings covered and network infrastructure completed.
  • Identify and resolve project delays, dependencies and execution bottlenecks.
  • Ensure completed projects are properly documented and handed over to Network Operations.

C. Project Budget & Commercial Management

  • Provide overall accountability for project CAPEX and OPEX budgets.
  • Monitor expenditure against approved budgets and control cost overruns.
  • Review contractor quotations, variations, claims and payment recommendations.

• Drive cost optimisation and improved cost per Home Passed.

Work closely with Finance and Procurement to ensure timely availability of materials, services and resources.

• Monitor contractor productivity and value for money.

D. Contractor & Service Provider Management

  • Provide overall oversight of FTTH contractors, subcontractors and consultants.
  • Set contractor performance, quality, productivity and HSES expectations.
  • Monitor contractor delivery against agreed schedules and SLAs.
  • Address poor performance and implement corrective actions.
  • Ensure contractors have adequate resources and comply with technical, HES and regulatory restignts.

E. Quality Control & Assurance

  • Establish and enforce FTTH project quality standards.
  • Lead the Field QC Supervisors and QC Team Leaders.
  • Ensure inspections and quality checks are conducted throughout project implementation.
  • Monitor fibre installation, splicing, termination, civil works and infrastructure quality.
  • Ensure OTDR and other required testing is completed before acceptance.
  • Track defects, rework, first-time-right performance and quality failures.

F. Data Management, Addressing & Engineering

  • Provide leadership to the Data Management & Addressing Team and Data Engineer.
  • Ensure accurate addressing, GIS, premises, building and network infrastructure data.
  • Ensure project data supports sales, serviceability, provisioning and network operations.
  • I
    Establish data quality and reporting standards.
  • Promote automation of project reporting and data collection.
  • Ensure accurate as-built and network data is captured following project completion.

G. Technical Coordination

  • Lead the Technical Coordinators and ensure effective coordination between project, engineering, operations and contractor teams.
  • Resolve technical issues affecting project delivery.
  • Ensure teams work with approved designs, specifications and network standards.
  • Coordinate technical changes, deviations and clarifications.
  • Ensure technical documentation is maintained throughout the project lifecycle.

H. Team Leadership

  • Lead and manage the FTTH Projects team.
  • Set clear objectives, KPIs and performance expectations.
  • Coach and develop Technical Project Managers, QC teams, Data teams and Technical Coordinators.
  • Ensure effective resource allocation and workforce planning.
  • Promote accountability, collaboration, innovation and a strong delivery culture.

3. QUALIFICATIONS & EXPERIENCE

  • Bachelor’s degree in Telecommunications Engineering, Electrical/Electronic Engineering, Information Technology, Computer Science, Project Management or a related discipline.
  • Master’s degree or relevant postgraduate qualification is an added advantage.
  • PMP, PRINCE or equivalent project management certification is preferred; fibre optics, telecommunications,
    GIS, Agile or Lean Six Sigma certifications are an advantage.
  • Minimum 10 years’ relevant experience in telecommunications, ISP, fibre infrastructure or network deployment.
  • At least 5 years in a senior project management or project leadership role.
  • Proven experience managing large-scale FTTH/fibre deployment projects.
    Experience managing multidisciplinary technical teams and contractors.
  • Strong experience in project budgets, CAPEX/OPEX, quality assurance and project governance.
  • Experience with GIS, addressing, network inventory or fibre deployment data is highly desirable.
