Doctors with Africa CUAMM is an international non-governmental organization committed to achieving universal access to quality health services, particularly for vulnerable populations. Present in Uganda since 1958, CUAMM works with the Ministry of Health, District Local Govemments, development partners, and communities to strengthen health systems and improve access to quality healthcare. CUAMM is a partner in the Prevention, Research, and Integrated Services for Maternal, Child and Cancer Healthcare (PRISMA – AID 013416/01/0) project, financed by the Italian Agency for Development Cooperation (AICS). The project aims to improve matemal and newbor health outcomes while strengthening women’s and paediatric oncology services, health workforce capacity, research, goverance, monitoring and evaluation systems in West Nile, Acholi, Lango and Karamoja.

Key Responsibilities

1. RMNCAH Services

  • Support implementation of RMNCAH activities in assigned districts
  • Strengthen antenatal, intrapartum, postnatal and newbor care in line with Ministry of Health standards.
  • Provide/support clinical mentorship, coaching and supportive supervision for maternity teams

Support Emergency Obstetric and Newborn Care (EmONC).

  • Promote adolescent sexual and reproductive health interventions.
  • Support prevention and management of Sexual and Gender-Based
    Violence (SGBV).
  • Strengthen referral systems for high-risk pregnancies and obstetric and neonatal emergencies.
  • Promote breastfeeding and Infant and Young Child Feeding (IYCF).
  • Support Continuous Quality Improvement (CQl) and Materal and
  • Perinatal Death Surveillance and Response (MPDSR).

2. Women’s Oncology

  • Support integration of cervical and breast cancer services into routine
    RMNCAH services
  • Promote awareness, screening, early detection and referral for oncology services.
  • Strengthen referral linkages between primary health facilities and specialized oncology centres
  • Support collection and reporting of relevant oncology indicators.

3. Training, Mentorship and Research

  • Support the organization of Continuing Medical Education (CMEs), mentorship visits and on-the-job training
  • Strengthen health worker competencies through capacity building and mentorship.
  • Support collection and documentation of data for operational research.
  • Document best practices, innovations and lessons leamed
  • Collaborate with academic institutions and project partners.

4. Governance, Monitoring and Evaluation

Support HMIS/DHIS2 data quality, analysis, reporting and utilization.

  • Participate in clinical audits, data quality assessments and performance reviews.
  • Support project monitoring and evaluation activities.
  • Strengthen collaboration with District Health Teams and health facility leadership.

Contribute to project documentation and reporting.

Minimum Qualifications Project Officer – RMNCAH: Bachelor’s Degree in Midwifery from a recognized institution. Current registration and valid practicing licence with the Uganda Nurses and Midwives Council.

Project Assistant – RMNCAH: Diploma in Midwifery from a recognized institution, current registration and valid practicing licence with the Uganda Nurses and Midwives Council.

Experience Required: At least three (3) years of clinical experience in Maternal and Newborn Health, Experience working in materity units at Health Centre Ill, Health Centre IV or hospital level, Experience implementing Ministry of Health programmes or donor-funded RMNCA projects is an added advantage, particularly for the Project Officer position.

Essential Competencies

  • Knowledge and application of Uganda Ministry of Health RMNCAH policies and clinical guidelines.
  • Experience in clinical mentorship, supportive supervision and coaching
  • Knowledge of Emergency Obstetric and Newborn Care (EmONC).
  • Experience in Continuous Quality Improvement (CQl) and MPDSR
  • Understanding of HMIS/DHIS2 reporting systems
  • Strong analytical, planning and report-writing skills
  • Excellent communication, facilitation and interpersonal skills.
  • Good computer skills, particularly Microsoft Office applications.
  • Ability to work independently and undertake frequent field travel.
