QUALITY MANAGER – FIBER OPERATIONS

Electronic Network Services (ENETS) is a leading telecommunications company in Uganda specializing in fiber optic infrastructure deployment, network operations, maintenance, and customer connectivity solutions. We are seeking an experienced, highly motivated, and results-oriented professional to join our team as a Quality Manager.
Duty Station: Kampala Reporting to: Project Manager – Fiber
Job Summary
The Quality Manager will be responsible for ensuring that all fiber network installation, splicing, testing, maintenance, and civil works activities are carried out according to company standards, customer requirements, and industry best practices. The successful candidate will oversee quality assurance processes, conduct inspections, identify gaps, and implement continuous improvement initiatives across all projects.
The Quality Manager will ensure all relevant processes are followed to implement quality control during design, installation, testing and commissioning of FTTx projects.
Key Responsibilities
- Develop, implement, and maintain quality assurance policies, procedures, and standards.
- Supervise and inspect fiber installation, splicing, testing, and maintenance activities.
- Monitor the quality of civil works associated with fiber deployment projects.
- Conduct quality audits and site inspections.
- Ensure compliance with health, safety, and environmental regulations.
- Review network designs and installation plans to ensure compliance with customer company standards.
- Investigate quality-related incidents and implement corrective actions.
- Prepare accurate quality reports for management and relevant stakeholders.
- Conduct training and mentoring sessions for field technicians.
- Coordinate with project managers, engineers, supervisors, and contractors to improve service delivery.
- Ensure proper documentation of all project activities.
- Ensure adherence to quality and industry standards, as well as compliance to environmental and regulatory guidelines for FTTx projects.
- Conduct regular site inspections for fiber installations, end to end terminations and all related civil works.
- Identify defects and installation snags and recommend corrective measures.
- Support troubleshooting and resolution of quality-related issues including root cause analysis and process improvements.
- Audit of network infrastructure and recommend corrective actions for quality issues.
- Train field teams on best practices and undertake research to enhance efficiency of quality processes
Minimum Qualifications
- Bachelor’s degree or diploma in Telecommunications Engineering, Electrical Engineering, Information Technology, or another related field.
- Professional certification in fiber optic technologies will be an added advantage.
- Valid driving permit.
Experience and Skills
The ideal candidate should possess:
- At least three (3) years of experience in fiber optic network deployment and maintenance.
- Practical experience in fiber splicing, cable jointing, testing, and troubleshooting.
- Practical experience in supervising civil works activities, including trenching, duct installation, pole erection, and route restoration.
- Experience in the use of OTDRs, optical power meters, fusion splicers, and related equipment.
- Excellent analytical and problem-solving skills.
- Strong leadership and communication skills.
- Knowledge of occupational health and safety standards.
- Driving skills with valid driving license carrying at least two years driving experience for field work.
- Proficiency in Microsoft Software (MS Excel, MS Project, MS Work, MS Power Point, SharePoint etc.
- Must have strong understanding of GPON architecture and network delivery.
- Proficiency in Map reading and survey tools (Google Earth, QGIS, Microsoft Visio)
- Experience in handling Right of Way processes.
- Strategic Planning with ability to develop and implement quality plans, perform audits, and use statistical tools for analysis.
- Certifications or training courses on GPON Deployment will be of advantage.
