About Restless Development

We have operated in Uganda since 1997. Our work is guided by four goals set out by young people; (1) Voice and Democracy: We support young people to lead as active citizens and create change in their communities by influencing social and political structures and those in power with evidence-based solutions. (2) Education and Livelihood: We want all young people to have the skills, knowledge, resilience and opportunities that enable them to thrive. We take a youth-led approach to ensuring that every young person has a quality education and access to training and opportunities that set them up for life. We want all young people, especially women and girls, to be able to stay in school and be able to make a sustainable, fulfilling living when they leave. (3) Gender and Sexual Health: We know that bodies, identities, gender and sexualities are subject to discrimination and violation. We empower young people to change attitudes and behaviours, as well as services and policies, to advance and uphold sexual and reproductive health and rights and gender equality and (4) Climate Justice: Young people risk losing the most from climate change, yet they are systematically excluded from conversations to address it. We support young people to be leaders in transitioning to a just and sustainable world by strengthening youth civil society and an intergenerational response.

 

We are currently present in 26 districts in Northern, North-Eastern, Central, and Eastern regions of the country. We have staff members across our 4 offices (Kampala, Jinja, Moroto and West Nile). Currently, we have 200 active young leaders (peer educators, advocates, and researchers) implementing our work on the ground and an alumni network of more than 1,200).

About the role

The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for leading the development and implementation of robust MEL systems and processes to ensure evidence-based tracking, learning, and reporting across all project outcomes.

 

The MEL officer will support data collection, analysis, and reporting for Outcome 1 (youth civic competence) and Outcome 2 (local government responsiveness), while ensuring quality assurance and compliance with donor requirements. This role includes facilitating baseline and endline evaluations, quarterly reviews, and learning sessions, as well as building capacity of staff and youth structures in data use for program improvement. The MEL Officer will work closely with Programme, Communications and Finance teams, partners, and stakeholders to ensure accountability, learning, and continuous improvement across the entire project lifecycle.

Salary: UGX45,864,987 Gross Per annum

Preferred start date: 1st June 2025

Length of contract: 1 year renewable depending on funding and performance.

Reports to: MEL Coordinator.

Direct Reports: MEL Intern.

Expected travel: National (including to rural areas ) and International travel will be required.

 

Key responsibilities:

Support the design and implementation of Monitoring, Evaluation and Learning Systems (40%). Working closely with the Monitoring and Evaluation Unit:

Support and develop an M&E Plan and strategy for the projects.

Support program design, development and review of all monitoring and reporting functions, systems and tools for the projects.

Support programme teams to utilise planning, monitoring and reporting tools to capture information across programme indicators.

Support the development of performance frameworks and tools used by different stakeholders and ensure consistency with the definition and methodology of collection by keeping an M&E analysis plan for each indicator.

Support the programme team to Manage (record/capture, analyse, report, disseminate and safely store) project data.

Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff and young leaders.

Prepare monthly, quarterly and annual M&E project reports as per organisational and donor requirements and guidelines such as Program Monthly Progress Reports (PMPRs), quarterly National Progress Reports(NPRs, Pre & Post Training Reports, and Evaluation surveys).

Conduct Quarterly Data Quality Assurance (DQA) for the projects in collaboration with program staff and M&E Unit at Head Office.

Support the Packaging and dissemination of learning (20%):

Oversee analysis of monitoring and reporting data and produce reports for timely dissemination to internal and external stakeholders.

Contribute to multi-stakeholder review meetings and other internal and external fora to disseminate programme results and learning.

Prepare internal and external project MEL reports as required.

Document lessons learnt, best practices and impact from area projects for learning within, across and outside Restless Development.

Ensure learning generated is shared and disseminated within Restless Development and to other development stakeholder’s different fora outside organisation.

Document case studies (Monthly) and Most Significant Change Stories (MSCs) on a quarterly and bi-annual basis highlighting programme success and lead in the participatory review and selection of the MSCs.

Develop Impact Briefs from Project studies conducted for internal and external sharing.

Contribute to documenting evidence on the organisation’s learning questions and agenda throughout the project’s implementation process.

Participate in learning spaces created by the organisation.
Support programme evaluation activities and processes in liaison with the MEL unit (20%).:

Support the design and implementation of evaluation studies and processes such as baseline and end line surveys.

Recruit, train and deploy data collectors and entrants.

Oversee the implementation programme evaluations and design and develop tools for the process.

Design and lead training and other capacity building initiatives on monitoring, evaluation and learning for staff, partners and young leaders involved in programme implementation.

Perform and ensure quality assurance of programme systems and interventions.

Manage data storage systems (15%)

Support design systems for data capture, management and maintenance.

Ensure functionality of data systems developed.

Support the programme teams in documentation and filing of all programme data using both on and offline systems.

Establish and regularly update programme people reached databases clearly showing the programme reach across the target population and categories.

Conduct data verification, validation and quality assurance in line with organisational and donor requirements on a monthly basis.

Provide monthly status reports drawing on data captured as per organisational and donor requirements.
Other duties as required.(5%)

Occasionally working on weekends, late night in case of emerging incidents and holidays for which time off in lieu can be taken.

Skills and experience

Essential

A minimum of a degree in the field of Social Statistics, Population, Monitoring and Evaluation,
Demography, Development Studies or any other relevant field.

Post Graduate diploma in M&E .

At least 3 years of experience in Monitoring and Evaluation.

Knowledge and experience of youth-led development programs.

Understanding of development issues, particularly in relation to youth, Education and Livelihood, Gender and Sexual Health, Climate Justice, Voice and Democracy.

Excellent Data Management and Management Information Systems skills

VALID RIDING PERMIT

Desirable

Outstanding analytical and problem-solving skills:

Experience with software packages such as Kobo collect, Excel, SPSS, Power Bi, Epi info, Atlas-ti.

Experience in the use of online tools such as google documents.

Experience in managing both online and offline meetings.

Experience in project cycle management.

Good report writing skills.

Excellent financial management skills: Outstanding interpersonal, written, and verbal communication skills.

Experience in Research using both qualitative and quantitative methods.
