Head of Legal
Principal Legal Advisor to the Group.
1) ABOUT Q-SOURCING SERVTEC GROUP
Q-Sourcing Servtec Group (QSSG) is a pan-East African workforce solutions platform operating across Uganda, Kenya, Rwanda, Tanzania, and South Sudan. The Group delivers recruitment, payroll, outsourcing, training, productivity, and managed services to organisations at scale. As QSSG advances its continental growth agenda, the legal function is being elevated into a strategic enabler of expansion, governance, and enterprise protection. The Head of Legal role is central to this shift anchoring legal integrity while enabling commercial ambition.

3) ROLE PURPOSE
The Head of Legal is the principal legal advisor to the Group CEO, Boards and Board Committees, responsible for leading the Group’s legal, compliance, and governance agenda across jurisdictions while translating legal risk into business decisions, enabling cross-boarder growth, and influencing key stakeholders
4) STRATEGIC MANDATE
- Legal Risk Stewardship: Safeguard the Group’s legal and regulatory position across all operating markets
- Commercial Enablement: Structure legally sound solutions that support growth, partnerships, and revenue generation
- Governance Discipline: Strengthen corporate governance frameworks and Board-level compliance across jurisdictions
- Cross-Boarder Consistency: Harmonise legal standards, contracts, and policies across all countries
- Litigation Exposure: Remove litigation exposure through preventive legal strategies and structured interventions
- Regulatory Engagement: Maintain credible and proactive relationships with regulators and government institutions
5) KEY RESPONSIBILITIES
- Strategic Legal Leadership & Advisory
Serve as the primary legal advisor to the Group CEO, Boards, and Boards Committees. Provide commercially grounded legal guidance on strategy, expansion, partnerships, and structural decisions.
- Legal Compliance & Regulatory Oversight
Interpret and apply legal frameworks across all jurisdictions. Ensure compliance with employment law, corporate governance, data protection, and regulatory obligations. Monitor legislative developments and advise proactively on risk exposure.
- Contract Management & Commercial Structuring
Lead the drafting, review, and negotiation of complex commercial agreements, including outsourcing, employment, and multi-jurisdiction contracts. Establish standardised templates, approval frameworks, and contract governance systems.
- Litigation & Dispute Resolution
Oversee all litigation, arbitration, and regulatory matters. Define legal strategy in coordination with external counsel and implement preventive measures to reduce dispute exposure.
- Corporate Governance & Company Secretariat
Oversee governance frameworks and ensure compliance with statutory obligations across all entities. Support Boards’ and committees’ processes, including preparation of legal papers and advisory on directors’ duties.
- Policy, Risk & Internal Alignment
Develop and maintain legal policies aligned with corporate governance and enterprise risk management. Partner with Risk, HR, Finance, and Internal Audit to integrate legal risk into organisational systems.
- External Counsel Management
Manage a panel of external legal advisors across jurisdictions. Establish engagement protocols, performance standards, and cost management frameworks.
- Leadership & Capability Building
Build and lead a high-performing legal function across multiple countries. Promote legal awareness, ethical conduct, and commercial understanding across the organisation.
- Expansion, M&A & Strategic Projects
Lead legal workstreams for market entry, entity setup, licensing, joint ventures, and acquisitions. Conduct legal due diligence and advise on integration and compliance.
- Legal Operations & Continuous Improvement
Drive efficiency in legal service delivery through process optimisation and adoption of legal technology tools, including contract lifecycle management systems.
Requirements
- REQUIRED QUALIFICATIONS
Education
- Bachelor of Laws (LLB) from a recognized institution
- Admission to the Bar in at least one East African jurisdiction
- Postgraduate qualification (LLM, MBA, or equivalent) is an advantage
Experience
- Minimum 10–12 years’ post-qualification legal experience
- At least 5–7 years in a senior legal leadership role
- Demonstrated cross-boarder legal experience across East Africa
- Strong background in employment law, commercial contracts, and regulatory compliance
- Experience advising Executive Leadership and Boards
- Proven experience managing external counsel and multi-jurisdiction legal matters
