Job Purpose
To ensure & promote safety of operations at the depot, support the business, meet and
exceed business growth targets through optimal utilization of equipment and helping
develop the Staff of all Terminal for increased productivity and increased profitability for
the Company. Manage the Terminals to meet Company’s business demands.
Responsibilities
A – PRINCIPAL ACCOUNTABILITIES.
• Ensure depot compliance to Local regulations, OLA Energy SHE standards & safety
requirements.
• Chair Terminal monthly SHE meetings and follow up for action items to ensure
closure
• Steward SHEMS implementation for Terminal
• Follow up closure of high-risk operations from risk assessments
• Ensure full enforcement of Work Control Procedures for all works in the terminal
• Review monthly SHE data reported to Head Office
• Ensure all safety incidents are reported, investigated exhaustively and closed out
• Terminal Emergency Response Commander.
• Elaborate depot emergency plan
• Ensure depot staff are trained to face emergency cases
• Continually drive safety as the overriding priority to all employees and contractors.
• Ensure Firefighting equipment is maintained in proper working condition
• Carrying out weekly toolbox talks for the plant and prepare a report to the SHE
Manager
• Carrying out monthly SHE meetings and drills for the plant and prepare report to
the SHE Manager
• Carry out site inspections, Security inspections and risk assessments for the site and
report to the SHE Manager.
DISTRIBUTION OPERATIONS
• Liaise with Warehouse supervisor and Security to ensure that all trucks entering the
terminal are inspected for compliance with standards.
• Follow up product stock level. Monitor product & cylinders availability to avoid
shortages & ensure activity continuity.
• Follow up on Product receipts from suppliers. Monitor & report LPG balance for
receipts.
• Perform monthly operations reporting and Depot Performance KPIs. Hold monthly
activity meetings.
• PCM requirements are sustained – meter calibration, weighing scales etc.
• Safe offloading, storage of bulk LPG at the plant in line with the procedures with
zero variances and required documentation for the Depot and Customs.
• Safe loading of bulk LPG in line with loading procedures with zero variances and
required Depot documentation and Customer service
• Coordination with Customer Service for customer orders and ensure timely
deliveries and achieving customer service delivery KPIs.
• Ensure cylinder segregation as per OLA Cylinder segregation procedures before
filling
• Daily and timely reconciliation of the filled and empty cylinders and proper stacking
in line with OLA inventory control management procedures, share the report with
explanation for any variance.
• Ensure proper management of Third-Party Operations like hospitality and account
for Third Party stock on a daily and monthly basis & share reports with the
Operations manager through the Stocks accountant.
• Liaise with CS to ensure business interests are served efficiently & record customer
complaints.
• Follow up with LPG plant operations procedure – recording of serial numbers of
filled cylinders and records of cylinder weights.
MAINTENANCE & REPAIRS
• Follow up on Terminal equipment maintenance plan
• Ensure repair works are done according to Assets Management guidelines
• Do daily site inspections and reporting of any defaults to the Engineering Manager.
• Supervise & ensure compliance & safety of the maintenance and engineering on-
going works at the plant
• Compile engineering reports for on-going projects
• Conduct training and induction of contractors
• Monitor & analyze maintenance costs. Prepare maintenance yearly Plan &
estimated budget
SECURITY
• Ensure Terminal security is kept whole in close liaison with Guards, plant
walkabouts and random checks especially over the weekends.
INDUSTRY
• Represent Company at the Terminal Managers’ Committee meeting when required.
ADMINISTRATION
• Ensure Terminal has all current operating and trade licenses
• Liaise with HR department on issues related to Terminal staff/operatives.
• Carry out annual appraisals for all terminal staff/operatives
• Steward Terminal operating expenses to ensure budget control with possible
reductions.
• Define depot needs in terms of human resources, staff training, product supply,
cylinders & accessories stocks, Investments, maintenance & upgrades plan
STOCK ACCOUNTING
• Sustain Product Control Guidelines (PCG) requirements in stock accounting – daily
bulk stock report & meter reconciliation.
• Daily and timely reconciliation of bulk LPG and share report to the Operations
Manager through Stocks Accountant with clear explanations for the variances while
adhering to OLA Inventory Control Management procedures. Tanks maintained
closed while not in use, tank farm equipment calibrated & maintained in
satisfactory condition. (meter calibration, weighing scales, tanks etc.)
• Investigate product variation thoroughly and promptly
• Ensure monthly book to Physical reconciliations are done timely and all outstanding
items booked on time.
• Monitor, analyses & report daily & monthly inventories (Cylinders, product (LPG) &
accessories…). Report & explain variations
• Hold monthly stock loss meetings and submit report to Head Office
• Attend Head office Oil loss committee meetings to explain oil loss performance.

Skills & Experience
Professional Experience
• At least 5 years post qualification experience in Terminal operations.
Academic Qualifications
• A minimum of a university degree in Engineering & other Professional Engineering
Qualification will be an added advantage
