Street Child in Uganda: Street Child has been working in Uganda since 2018, supporting refugee and host communities through integrated education, child protection and livelihoods programming. Working closely with local partners, communities and government institutions, Street Child supports children to access quality education, improve learning outcomes and remain safe and protected. Our programmes are implemented through a strong localisation approach, with national organisations playing a central role in programme delivery.

Part 1:  Role Purpose:

The Finance Coordinator will support the financial management of Street Child Uganda, ensuring strong financial systems, effective financial controls, accurate reporting, and compliance with Street Child and donor requirements.

The role will work closely with the Country Director, programme teams, local partners and the Regional Finance Manager to ensure that financial systems are efficient, transparent and compliant. This includes oversight of financial planning, accounting, cash management, budgeting, donor reporting, procurement compliance, infrastructure project financial management and partner financial oversight.

Given Street Child Uganda’s localisation approach, the role places particular emphasis on financial oversight, monitoring and capacity strengthening of national implementing partners. The Finance Coordinator will play a key role in ensuring that partner financial systems and practices meet both donor and organisational requirements while contributing to sustainable organisational development.

The role will also support proposal development, audit processes, financial risk management and continuous improvement of financial systems and controls.

Part 2: Key Responsibilities

General Responsibilities:

  • Comply with Street Child policies, procedures, and financial standards
  • Ensure strong financial governance and accountability across operations
  • Support programme teams to deliver activities in line with approved budgets
  • Contribute to organisational learning, planning, and reporting
  • Uphold high standards of integrity, confidentiality, and professionalism

Specific Responsibilities:

a. Financial Management & Accounting

  • Ensure timely and accurate recording of all financial transactions.
  • Maintain accounting systems, ledgers and supporting documentation.
  • Monitor cash and bank balances to ensure adequate liquidity for programme implementation.
  • Manage cash flow planning and monthly fund requests.
  • Ensure all financial records are complete, accurate and audit-ready.
  • Review and process payments in accordance with Street Child policies and delegated authority levels.
  • Maintain strong internal controls and ensure compliance with financial procedures.
  • Ensure all financial documentation is properly filed and securely maintained

b. Budgeting, Forecasting & Financial Planning

  • Support development of country and project budgets.
  • Work closely with programme teams to ensure realistic and cost-effective budgeting.
  • Monitor expenditure against approved budgets and provide regular variance analysis.
  • Prepare monthly budget monitoring reports for management review.
  • Support budget revisions, realignments and donor budget modification processes.
  • Contribute to financial forecasting and cash flow planning.
  • Support proposal development through preparation and review of project budgets

c. Financial Reporting & Donor Compliance

  • Prepare accurate and timely internal and donor financial reports.
  • Ensure compliance with donor regulations, grant agreements and Street Child financial policies.
  • Monitor project expenditure against donor-approved budgets.
  • Support programme teams in understanding and meeting donor financial requirements.
  • Maintain strong financial controls and ensure adherence to organisational procedures.
  • Support donor audits, financial reviews and verification exercises.
  • Ensure all supporting documentation meets donor audit standard

d. Partner Financial Management & Capacity Strengthening

  • Provide financial oversight and support to local implementing partners.
  • Review partner budgets, financial reports and supporting documentation.
  • Conduct partner financial monitoring visits, spot checks and compliance assessments.
  • Support partner financial due diligence and organisational capacity assessments.
  • Identify financial management and compliance risks within partner organisations and recommend corrective actions.
  • Provide mentoring, coaching and training to partner finance and programme staff.
  • Support partners to strengthen financial systems, controls, reporting and compliance practices.
  • Ensure partner compliance with donor regulations and Street Child requirements.
  • Support partner audits and follow-up on audit findings and recommendations

e. Procurement, Infrastructure & Financial Controls

  • Support procurement processes to ensure compliance with Street Child policies and donor requirements.
  • Review procurement documentation and payment requests for completeness and compliance.
  • Support value-for-money assessments and cost-efficiency measures.
  • Review contractor payments against approved contracts, bills of quantities, completion certificates and supporting documentation.
  • Monitor financial performance of school construction, rehabilitation and infrastructure projects.
  • Support financial monitoring and spot checks of infrastructure activities.
  • Ensure proper documentation and filing of procurement and construction records.
  • Support asset management and inventory verification processes

f. Payroll, Tax & Statutory Compliance

  • Coordinate monthly payroll processing and ensure accuracy and timeliness.
  • Ensure compliance with Ugandan tax legislation and statutory requirements.
  • Ensure timely payment of PAYE, NSSF and other statutory obligations.
  • Support management of staff benefits and related financial processes.
  • Maintain compliance with all relevant financial and regulatory requirements

g. Systems Strengthening & Team Support

  • Coordinate internal, donor and external audit processes.
  • Ensure timely implementation of audit recommendations.
  • Support identification, assessment and mitigation of financial risks.
  • Strengthen financial systems, procedures and controls across the country programme.
  • Provide guidance and support to staff on financial policies and procedures.
  • Support onboarding and training of staff on finance and compliance requirements.
  • Promote continuous improvement in financial management practices and systems.
  • Support financial aspects of organisational growth, proposal development and new programme start-up processes

Part 3:  Person Specification      

Education / Qualifications

Essential

  • Degree in Accounting, Finance, or related field
  • Professional accounting qualification (or working towards one)

Desirable

Fully qualified accountant (ACCA, CPA, or equivalent)

Experience and Knowledge

Essential

  • Minimum 5 years’ experience in finance roles, preferably in an NGO or development context
  • Strong experience in financial management, budgeting, and reporting
  • Experience managing multi-project or multi-donor budgets
  • Experience working with financial systems and large datasets

Desirable

  • Experience with donor-funded programmes (e.g. UN, EU, institutional donors)
  • Experience working with local partners and capacity strengthening
  • Experience in humanitarian or complex operating environments
