Finance Assistant Position at Uganda Railway Museum

The Cross-Cultural Foundation of Uganda (CCFU) in partnership with the Uganda Railways Corporation (URC) and with the support of the European Union (EU) and SOGEA/SATOM is setting up a national railway museum in Jinja.

For many years, Uganda’s railways, just like other elements of our built heritage, have been under threat. They have been unused or underused, with historical artefacts (such as equipment, engines and carriages) and buildings (such as stations and workers’ cottages) falling into disrepair. Loss of historic sites and artefacts means a lost connection with our shared past. Yet Uganda’s railways played a pivotal role in the economic, colonial and post-colonial development of the country. The railways brought communities together, allowing access to education and other facilities, and cementing national consciousness.

CCFU and URC wish to recognise and celebrate the story of Uganda’s historical railway lines; to explore the role the railway has played in the lives of Ugandan people who lived and worked along the line, its role in Uganda’s economic development. Our aim is also to promote the importance of conserving the historical properties and artefacts along the line as a source of common heritage. To this end, a book, Our Railways. Our History” has been published, and a national railway museum is being established at the Jinja railway station. There is a growing market niche for railway tourism across continents, with railway museums opened up in at least three African countries: Nigeria, Sierra Leone and Kenya.

The position

CCFU is looking for an individual with a minimum of 3 years of experience in accounting and financial management to support the financial management of the museum by processing transactions, maintaining accurate financial records, preparing budgets and reports, managing petty cash, and ensuring compliance with organisational and donor financial procedures while supporting the preservation and promotion of Uganda’s railway heritage. The position bearer will be based in Jinja and will report to the Railway Museum Manager, but will ultimately be accountable to the Senior Finance and Administrative Officer.

Other line management: CCFU management committee.

Key Duties and Responsibilities

Financial Management

  • Maintain accurate accounting records and books of accounts.
  • Process and record all financial transactions in accordance with accounting standards and organizational policies.
  • Prepare monthly, quarterly, and annual financial statements and reports.
  • Monitor cash flow and ensure adequate liquidity for museum operations.
  • Reconcile bank accounts and other financial records regularly.

Budgeting and Financial Planning

  • Preparation annual budgets and financial forecasts for the Museum
  • Monitor budget performance and provide variance analysis reports.
  • Advise management on financial implications of operational decisions.

Revenue and Receivables Management

  • Manage revenue generated from museum entrance fees, exhibitions, events, donations, grants, and merchandise sales. And share daily sales records with the Senior Finance and Administration Officer
  • Ensure timely collection and proper recording of all revenues.
  • Maintain accurate records of receivables and follow up on outstanding balances.

Payments and Expenditure Control

  • Verify and process supplier invoices and staff reimbursements.
  • Ensure expenditures are properly authorized and supported by documentation.
  • Maintain effective internal controls to safeguard museum assets.

Compliance and Audit

  • Ensure compliance with applicable tax laws, financial regulations, and organizational policies.
  • Prepare statutory returns and facilitate timely tax payments.
  • Work with the Senior Finance and Administration Officer to coordinate internal and external audits and implement audit recommendations.

Asset Management

  • Maintain an updated fixed asset register.
  • Monitor acquisition, depreciation, and disposal of museum assets.
  • Support periodic inventory and asset verification exercises.

Reporting and Record Keeping

  • Prepare management reports and financial performance analyses.
  • Maintain secure and organized financial records.
  • Provide financial information required by management, donors, and other stakeholders.

Other Duties

  • Participate in procurement and contract management processes as required.
  • Participate in Museum Advisory meetings
  • Participate in all office weekly internal meetings
  • Support fundraising, grant management, and special projects.
  • Perform any other duties assigned by management.

Qualifications

  • Bachelor’s Degree in Accounting, Finance, Commerce, Business Administration (Accounting Option), or a related field.
  • Professional accounting qualification such as CPA (U), ACCA, or equivalent is an added advantage.

Experience

  • Minimum of 3 years’ experience in accounting or financial management.
  • Experience working in a museum, cultural institution, NGO, government agency, or heritage organization is an added advantage.

Competencies and Skills

  • Strong knowledge of accounting principles and financial reporting standards.
  • Proficiency in accounting software and Microsoft Office applications, particularly Excel.
  • Knowledge of Ugandan tax regulations and statutory compliance requirements.
  • Strong analytical, organizational, and problem-solving skills.
  • High level of integrity, accountability, and attention to detail.
  • Good communication and interpersonal skills.
  • Ability to work independently and meet deadlines.

Key Performance Indicators (KPIs)

  • Timely preparation of financial reports.
  • Accuracy of financial records and reconciliations.
  • Compliance with statutory and regulatory requirements.
  • Effective budget monitoring and cost control.
  • Timely completion of audit requirements with minimal audit queries.
  • Efficient management of revenue collection and expenditure processes.
