HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.

 

Project Background:

The CHANCE Project is a pilot multi-year, multi-sectoral, integrated rehabilitation and psychosocial projects to enhance every child’s right to survive and thrive from pre-conception to adolescence. The project targets children at risk of developmental delay and disability due to malnutrition and children with disability at a young age. The project also integrates innovative 3D technologies, including digital scanning, computer-aided design (CAD), and additive manufacturing of 3D printed Orthoses and Prostheses to improve access to customized assistive devices.

 

The intervention focuses on children’s physical (gross and fine motor), cognition, social interaction and emotional regulation, speech, language, and sensory awareness to improve the quality of life of children and reinforce positive parenting. It also builds the capacity of parents, caregivers, and other stakeholders to identify, prevent, and manage children’s health and well-being, following the Nurturing Care Framework (NCF) in achieving children’s optimal development. An integrated team of rehabilitation professionals (physiotherapy, occupational therapy, speech and language therapy) and child psychology deliver the services to the children, the parents and the caregivers.

The project applies the Nexus Approach in serving the refugee populations and host communities in Terego district through the strong involvement of local and multiple operational partners, community structures, and other stakeholders.

 

Key Duties and Responsibilities:

Responsibility 1.: Management (5%)

  • Manager as a role model: embody HI’s values daily basis and be a role model.
  • Manager as a coach for meaning understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organize the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

Responsibility 2: Lead and oversee the delivery of high-quality 3D rehabilitation and assistive technology services. (40%)

  • Provide technical oversight for assessment, rehabilitation planning, assistive technology provision, and follow-up services for beneficiaries requiring prosthetic, orthotic, and other rehabilitation interventions.
  • Validate clinical prescriptions and approve final assistive device specifications, ensuring adherence to standardized prosthetic and orthotic protocols across identification, assessment, measurement, design, fitting, and follow-up.
  • Oversee the full rehabilitation pathway, providing technical oversight for assessment, rehabilitation planning, assistive technology provision, and post-fitting follow-up to ensure continuity and quality of care.
  • Supervise and ensure quality of clinical assessment processes, including functional evaluations, biomechanical assessments, patient measurements, and prescription reviews to guarantee appropriate interventions.
  • Oversee and ensure quality of 3D scanning, digital measurement, anatomical data capture, and CAD- CAM design workflows in compliance with established standards.
  • Provide technical guidance and mentorship to the multidisciplinary team, supporting complex case management, and offering hands-on technical support during fitting and adjustment when required.
  • Ensure effective coordination of multidisciplinary rehabilitation services to deliver appropriate fitting, user training, and follow-up that maximizes functional outcomes and user satisfaction.
  • Support innovation and continuous improvement in 3D rehabilitation technologies and service delivery models.

Responsibility 3: Supervise project operations, community-based rehabilitation activities, and stakeholder engagement. (20%)

  • Oversee the implementation of the project activities at Katalemwa Chesire Home (KCH)
  • Coordinate day-to-day implementation of project activities across rehabilitation units, outreach sites, and community settings.
  • Supervise, mentor, and build the capacity of rehabilitation staff, community-based rehabilitation workers, technicians, and project volunteers.
  • Ensure effective management of rehabilitation facilities, equipment, 3D scanning systems, and project resources.
  • Coordinate home-based rehabilitation services, referrals, follow-up activities, and community reintegration initiatives.
  • Build and maintain productive relationships with community leaders, Organizations of Persons of Disabilities (OPDs), government authorities, health facilities, and implementing partners.
  • Represent the project in technical meetings, coordination forums, and stakeholder engagements as delegated.
  • Support identification of implementation challenges and development of practical solutions to improve project performance.

Responsibility 4: Ensure quality assurance, performance monitoring, and continuous improvement of 3D service delivery. (20%)

  • Establish and monitor quality assurance systems for clinical rehabilitation services, 3D scanning processes, assistive technology provision, and beneficiary follow-up.
  • Conduct regular technical supervision visits, case reviews, performance assessments, and service audits.
  • Monitor beneficiary outcomes using standardized functional and rehabilitation outcome measures.
  • Ensure compliance with organizational policies, donor requirements, clinical protocols, and rehabilitation standards.
  • Analyze service delivery data and beneficiary feedback to identify trends, lessons learned, and opportunities for program improvement.
  • Lead implementation of corrective actions and quality improvement initiatives to enhance project effectiveness and impact.
  • Coordinate the 3D economic and environmental study as well as the innovation workshop.

Responsibility 5: Lead project planning, reporting, data management, and donor compliance. (10%)

  • Oversee project planning and implementation schedules to ensure timely achievement of project targets and deliverables.
  • Ensure accurate collection, validation, analysis, and reporting of rehabilitation, assistive technology, and project performance data.
  • Maintain quality documentation, including beneficiary records, assessments, scan files, service delivery reports, and project databases.
  • Collaborate with MEAL, technical teams, and project management staff to ensure data quality, accountability, and evidence-based decision-making.
  • Prepare and contribute to monthly, quarterly, and annual project reports, donor reports, case studies, and success stories.
  • Monitor compliance with donor, organizational, safeguarding, and regulatory requirements.
  • Contribute technical input to project design, innovation, resource planning, and scale-up of 3D rehabilitation services.

Responsibility 6. Emergency preparedness and response (5%)

  • Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Responsibility 7: Respect for HI identity, rules, and policies:

  • Know, understand, apply, and respect the HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse.
  • Know, understand, apply, and respect HI security rules and ensure they are known, understood, and applied by her/his team.
  • Respect HI and donor identity, and ensure HI (and donor) visibility during working time – ID, jacket, tee shirt, etc.

Qualifications, Skills and Experience:

Mandatory requirements:

  • Diploma in Prothesis & Orthosis Science is mandatory or Degree in Orthopaedics and with Post graduate diploma in P&O.
  • At least 5 years of professional experience as a Prosthetics and Orthotics practitioner.
  • Experience in clinical or project management
  • Basic knowledge in CAD technology & software’s adapted to orthotics & prosthetics.
  • Experience in training, design, and delivery.

Preferred requirements:

  • Degree in Orthopedics and with Post graduate diploma in P&O
  • Experience in the humanitarian field.
  • Experience with 3D printing technology
  • Experience in team management.
