Synthetic description of the position
Under the authority of the Cooperation and Cultural Action Advisor (COCAC), you will participate in the implementation of France’s solidarity and sustainable investment policy in Uganda led by the Ambassador. You will ensure the thematic follow-up of the files and projects entrusted to you by providing the Embassy with expertise in the relevant areas, knowing that your sectoral portfolio can evolve according to the needs of the service. You ensure, if necessary, the interim of the COCAC.
Main activities
I. Thematic and sectoral monitoring : – Debates of ideas You will coordinate, as a focal point of the French Embassy, the programming of the “Kampala Geopolitics Conference” (KGC), one of the flagship events that the embassy co-organizes with the Konrad Adenauer Stiftung Foundation (KAS) the University of Makerere and in liaison with AFK and IFRA. Contribute to the programming of the AFK’s idea debates – Entrepreneurship, employment, private sector You will manage and monitor the FEF Cooperation project in the field of green economy for women and young people (incubator / accelerator) implemented in connection with the Stanbic Business Incubator Limited (SBIL) You will support the networks of the previous EFFs/FSPIs in the training, employment and entrepreneurship sectors You will ensure the link between the entrepreneurs benefiting from the FEF projects and the potential partners and sources of financing of the French ecosystem (AFD/Digital Africa, Franco-Ugandan Chamber of Commerce-FCCU) You will be the focal point of the Embassy for the organization of the annual Job Fair in connection with the AFK and the FCCU You will relaunch cooperation in the tourism sector. -Governance You will monitor the country’s governance situation, including the impact of the “bill sovereignty” On behalf of the Embassy, you will follow the regional project led by IFRA: “Gen Z” and political reconfigurations in Kenya and Uganda? Document and understand youth activism -Health You will follow the health sector in liaison with the Nairobi-based Regional Global Health Advisor (CRSM), the VI in charge of Humanitarian Aid and Civil Society, and the economic mission nb : the themes and files monitored will be able to evolve according to the needs and priorities of the position II. Sponsorship / Sponsorship : Under the authority of the COCAC, you will contribute to the search for funding, private in particular, in order to support the AFK and certain activities scheduled by the Embassy. III. Cross-sectional activities (in sharing with other team members): -You will be the SCAC CROCUS focal point for programming and financial monitoring of projects -You will participate in the definition, execution and monitoring of the programming of the SCAC (programs 105-03 and 105-08) and the Embassy’s action plan -You will write notes (including “diplomatic notes”) and minutes, elements of intervention / speeches and thematic files to the attention of the Ambassador and/or the COCAC; -You will represent the SCAC/embassy at various meetings, symposiums, seminars, etc.; -You will propose and implement new projects under the Fonds Équipe France program IV. You will ensure the interim of the COCAC
Diplomas or professional experience recommended to perform the duties
Master 2 or equivalent (Bac +5) in political science, international development cooperation / project management or business school. Previous experience on a similar embassy position required. Knowledge or mastery of a local language would be an asset. Knowledge of the region as well.
