DEPUTY HEAD OF MINING

Duty Station: Moroto Limestone Mine, Uganda

Reports To: Head of Mining

Job Purpose

The Deputy Head of Mining is responsible for supporting the Head of Mining in planning, coordinating, and supervising all mining operations to ensure the safe, efficient, and cost-effective extraction of limestone and other raw materials required for clinker production.

The role provides technical and operational leadership in mine planning, drilling, blasting, excavation, hauling, equipment utilization, safety management, environmental compliance, and workforce supervision to achieve production targets while maintaining the highest standards of safety and operational excellence

Key Duties and Responsibilities

Mining Operations Management

  • Assist the Head of Mining in managing daily mining operations and ensuring the achievement of production targets.
  • Supervise drilling, blasting, loading, hauling, crushing, and stockpile management activities.
  • Monitor mining productivity and implement measures to improve operational efficiency.
  • Ensure optimal utilization of mining equipment, personnel, and resources.
    Coordinate mining activities to ensure uninterrupted supply of limestone to the clinker plant.

Mine Planning and Technical Support

  • Participate in the preparation and implementation of short-term, medium-term, and long-term mine plans.
  • Monitor mine development activities and ensure adherence to approved mining plans.
  • Analyze production data and recommend improvements to maximize productivity and resource recovery.
  • Work closely with geologists, surveyors, and production teams to optimize mine operations.
  • Ensure compliance with approved pit designs and mining boundaries.

Equipment and Resource Management

  • Monitor equipment performance, availability, and utilization.
  • Coordinate preventive and corrective maintenance activities with the maintenance department.
  • Ensure efficient use of fuel, explosives, spare parts, and other operational resources.
  • Identify opportunities to reduce operational costs while maintaining productivity.

Safety, Health, and Environmental Management

  • Promote and enforce a strong safety culture across all mining operations.
  • Ensure compliance with Occupational Safety and Health regulations, mining laws, and company safety procedures.
  • Conduct workplace inspections, risk assessments, and accident investigations.
  • Support environmental management initiatives, rehabilitation activities, and regulatory compliance.
  • Ensure safe blasting, excavation, and haulage practices.

Leadership and People Management

  • Supervise mining supervisors, operators, technicians, and contractors.
  • Provide coaching, mentorship, and performance management support to team members.
  • Ensure proper workforce planning, training, and development.
  • Foster teamwork, discipline, accountability, and continuous improvement within the mining department.

Reporting and Stakeholder Coordination

  • Prepare daily, weekly, monthly, and annual mining performance reports.
  • Monitor key performance indicators (KPls) and provide recommendations for improvement.
  • Coordinate with production, maintenance, geology, surveying, safety, and logistics departments.
  • Act on behalf of the Head of Mining during his/her absence as delegated.

Qualifications and Experience

  • Bachelor’s Degree in Mining Engineering, Mineral Processing Engineering, Geological Engineering, or a related discipline.
  • A Postgraduate Qualification in Mining Management, Project Management, or Business Administration will be an added advantage.
  • Minimum of five (5) years’ relevant experience in open-pit mining operations, with at least three (3) years in a supervisory or management position.
  • Experience in limestone mining, quarry operations, cement manufacturing, or large-scale mining operations is highly desirable.
    Strong knowledge of mine planning, drilling and blasting, production management, and mining equipment operations.
  • Familiarity with mining software, production reporting systems, and operational planning tools.
  • Knowledge of Uganda’s mining regulations, occupational safety standards, and environmental requirements.
