About CPP

China Petroleum Pipeline Engineering Co., Ltd. (CPP) is a leading engineering company specializing in oil & gas facilities and pipeline construction. CPP is currently engaged in the East African Crude Oil Pipeline (EACOP) Project in Uganda.

We are seeking a competent Ugandan national to join our team as HR & Industrial Relations (HRIR) Lead.

Key Responsibilities

  • Manage employee and contractor relations, acting as a key coordinator between Chinese management teams and local workforce to ensure smooth HR/IR operations.
  • Ensure all workers have valid contracts and understand employment terms
  • Oversee grievance and disciplinary processes, ensuring fairness and compliance
  • Monitor contractor HR/IR practices against project procedures
  • Prepare weekly HR/IR reports and support ad-hoc reporting
  • Oversee recruitment, screening, and pre-employment medical checks
  • Support workforce planning and contractor demobilization
  • Assist with HR investigations, IR non-conformances, and employee benefits support

Qualifications & Requirements

  • Bachelor’s degree in Human Resources, Industrial Relations, or related field
  • Proven HR/IR experience, preferably in construction or oil & gas projects
  • Strong knowledge of Ugandan labor laws and workplace regulations
  • Excellent communication, coordination, and conflict-resolution skills
  • Ability to work effectively in a fast-paced project environment
  • Previous experience with Chinese enterprises and/or living experience in China is an added advantage
