The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people globally from violence by 2030, we are seeking to recruit a Human Resource Manager based in Kampala.
Job Summary: Leads the strategic and operational delivery of HR functions for a country office, ensuring alignment with global standards and local labor laws. This role analyzes workforce needs, assesses organizational capacity, and collaborates with leadership to construct and implement HR strategies that support talent acquisition, development, engagement, and compliance. The HR Manager plays a key role in fostering a healthy work culture, training staff, and delivering HR services that enable organizational effectiveness.
Key Responsibilities
- Analyse and assess workforce trends, HR metrics, and organizational needs to inform strategic planning and decision-making.
- Identify and construct HR policies, systems, and processes that align with global standards and local regulations.
- Collaborate and advise leadership and line managers to ensure staff are engaged, performing, and supported throughout the employee lifecycle.
- Train and explain HR policies, procedures, and development programs to build capacity and promote compliance.
- Deliver and organize HR operations including recruitment, onboarding, performance management, and staff care to ensure timely and effective service.
Requirements
- Demonstrated ability to engage and influence stakeholders across levels to support strategic HR initiatives and organizational goals.
- Strong analytical and planning skills to assess needs, set priorities, and implement HR strategies effectively.
- Proficiency in HR systems and tools to manage data, track performance, and support decision-making.
- Excellent communication and training skills to explain policies, raise awareness, and foster understanding across teams.
- Ability to organize and complete complex HR processes while maintaining compliance, confidentiality, and service excellence.
Education & Experience
- Graduate and Master’s degree in HR or business administration or a related field.
- A minimum of ten (10) or more years of HR experience with at least 3 in senior management.
- Experience working in a professional international business environment preferred.
- Experience of leading and strengthening the HR function and the whole employment lifecycle and evidence of strengthening.
- Advising and influencing the senior leadership team on HR and related matters with a track record of strategic development and implementation at a senior level.
- Implementing significant HR change initiatives across an organization.
- Must be a member of HRMAU (Human Resource Managers Association of Uganda).
Critical Qualities
- Mature Christian faith as defined by the Apostles’ Creed.
- Excellent knowledge of local employment and related laws and their interpretation.
- Confident in resolving conflict and labour issues to maintain good working relationships and minimizing risk to the organization addressing any revisions to policy and practice and development needs for line managers.
- Change management and understanding of the risks and impacts on key stakeholder groups.
- Meticulous attention to detail, ability to multi-task and work well under pressure and ensure data is 100% accurate.
- Ability to communicate effectively both in written and spoken communication.
- High level of proficiency in Microsoft Office suite and excellent presentation skills.
- Ability to manage, lead and motivate staff members.
