The Program Officer exists to effectively implement and sustain Seed Effect Uganda’s Saving for Life (SFL) Program by empowering community savings groups through integrated economic, educational, and spiritual support. The role ensures high-quality delivery of program activities by mentoring facilfdators, strentthening group capacity and independence, and fostering community entatement. Through consistent field presence, monitoring, and collaboration with local leaders, the Program Officer promotes sustainable livelihoods and spiritual growth aligned with Seed Effect’s Christ-centered mission.

Key Responsibilities

Representation & Community Engagement.
  • Represent Seed Effect’s protrams in the community.
  • Coordinate pre-launch orientation and sensitization meetints.
  • Attend community and church gatherings, reporting back on program Progress and challenges.
  • Assist with the pre-orientation meetings with the local community and church leaders to get the community involved.
Program lmplementation & Methodology.
  • Ensure that by the end of each quarter, all groups under your direct supervision, as well as those overseen by the Community-Based Facilitators (CBFs) you suPervise, are thoroughly followed up and monitored.
  • Provide ongoing mentoring to CBFs through regular check-ins, coaching, and performance reviews.
  • Ensure that the CBFs under your supervision visit all the groups they supervise monthly.
  • Support CBFs in their selection, training, and refresher capacity-building activities.
  • Ensure that reports from the CBFs are incorporated into the program rePortint.
  • Write activity and monthly program rePorts.
  • Conduct field visits and quality assurance checks across all active grouPs.
  • Ensure all trainings are spiritually-integrated and contextually appropriate.
  • Participate in Train-the-Trainer sessions on any protram implementation methodologies, such as SFL methodology, business, and conservation agriculture, among others.
  • Fosrer &foup independence by strengthening internal leadership and financial practices.
  • ldentify.and address barriers to troup, financial, and environmental sustainability.
  • Assist protram coordinator with field visits, partner coordination, and communiry mobilization.
Monitoring, Evaluation, Accountability & Learning (MEAL).
  • Coach CBFs during weekly group meetings to ensure technical quatity and spiritual depth.
  • Oversee the collection of MIS data, social evaluation suryey, group registration forms, among others, ensuring completion of monthly forms.
  • Maintain a functional database for participants trained, i.e., type the names into the standard database format
  • Participate in the reflection meeting for CBFs.
  • Support program-level operational planning and logistics for field activities.
  • Share insights on local needs, adoption barriers, and best practices (agriculture, business, spiritual).
  • Assists in developing and implementing plans for expansion to new Seed Effect branches or sites. Personal Specification:

Person’s Specification
  • Personal confession of faith in Jesus Christ and a passionate commitment to Seed Effect’s mission to serve as a holistic tool to live out the Great Commission alongside the Great Commission as we empower the poor to know and follow Christ, plug into the local
    church, and overcome physical poverty.
  • Bachelor’s degree in Business Administration, Public Administration, Social Sciences, Social Work, Education, or a related field.
  • Minimum of 3 years’ experience in community development, field supervision, or working in a similar role with local or international NGOs, preferably within the region.
  • Proven ability to provide mentorship and servant leadership to community-based facilitators or field-level staff.
  • Experience in training and facilitation, especially in savings troups, business development, or agricultural practices.
  • Must be fluent in the local language, Juba Arabic, Luo, for the Lamwo field ofiice, and Classic Arabic for the Kiryandongo field office, and reside in or be willing to live within the target community.
  • Respected and trusted by local leaders and community members, with demonstrated cultural sensitivity and relationship-building skills.
  • Competent in basic computer applications, including Microsoft Word and Excel, and familiar with data collection tools.
  • Possesses basic financial literacy and an understanding of group savings or microfinance principles.
  • Must be proficient in motorcycle riding, with a valid riding permit.
  • Strong attention to detail, excellent organizational skills, and the ability to work independently, manage time effectively, and meet deadlines.
  • A team player with excellent communication and interpersonal skills, capable of coaching and motivating others.
  • Demonstrated integrity, professionalism, and a high level of accountability in field operations
Work Environment

The Program Officer role is largely field-based and community-oriented, requiring frequent travel to rural! and hard-to-reach areas within Lamwo and Kiryandongo districts. The officer spends most of the time working directly with savings groups, Community-Based Facilitators (CBFs), local leaders, and church partners, often in outdoor or informal community settings. This requires adaptability to varying field conditions, including limited infrastructure, unpredictable weather, and, at times, basic accommodation arrangements.

The position involves regular motorcycle travel to access different communities across both districts; therefore, comfort with long-distance riding on rough terrain is essential. Work schedules may occasionally extend beyond standard working hours to align with community meetings, group trainings, church gatherings, and other field activities.
