Job Summary: To manage the server, IT and network, infrastructures in the program. The System Administrator will be responsible for providing day-to-day technical assistance to the Health Information division for effective provisioning, installation/configuration, planning, operation and maintenance of digital health and health information systems and related Infrastructure

 

Key Duties and Responsibilities:

  • The incumbent will be responsible to the Assistant Commissioner Health Information Management for performing the following duties
  • To manage the implementation, maintenance and optimization of the institution s IT infrastructure (hardware and software)
  • Configure hardware peripherals, services, settings, directories storage etc in accordance with standards and project/operatonal requirements as per the ICT policy guidelines
  • Develop and mantas installation and configuration procedures
  • Support m conducting national digital health/IT assets audits and develop strategies to optimize these assets and the data they generate.
  • Support m the development and implementation of the digital health enterprise architecture and standards
  • Conduct system monitoring, verifying the integrity and availability of al hardware server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups
  • Information Technology systems user account management
  • Guidance on systems integration and interoperability for health information exchange and data use of data management information systems
  • Provide Ter III/other support per request from various constituencies Investigate and troubleshoot system issues
  • Support the rollout of digital health and health information systems including user training k) Support digital systems and health information system governance issues, data safety and protection requirements
  • Perform ongoing performance tuning, hardware upgrades, and resource optimization as required, m) Support the repair and recover from hardware or software failures n) Any other duties as may be assigned from time to time

 

Qualifications, Skills and Experience:

  • Applicants should be Ugandans holding
  • An Honours Bachelor Degree in Computer Science, Software Engineering Information Systems Data Engineering, Software engineering and Computer Engineering.
  • Information Security. Telecom engineering, electrical engineering or Science (with focus on computer science, mathematics, etc
  • A professional Qualification in ITIL (Information technology infrastructure Library)

Proficiency in Linux and Microsoft technologies,

Experience

  • At least 7-years of working experience as in Government or an equivalent level of systems administrator work experience from a reputable organization and national level in digital health and information systems, especially n national scale deployment and maintaining digital health and health information systems
  • Experience n donor funded projects and public sector is an added advantage

Required Competencies Technical Competencies

  • Configuring hardware peripherals, services, settings, directories, storage, etc as per the ICT policies
  • Conducting routine system monitoring, verifying the integrity and availability of all hardware server resources, systems and key processes.
  • Information technology Systems user account management
  • Development, implementation and maintenance of digital health solutions and technologies including the application of recommended Health Information System architectures and standards
  • Deployment and maintenance of national digital health initiatives to scale
  • Digital systems and health information system governance issues, data safety and protection requirements
  • Demonstrated experience in providing Tier ill/other support to end users or setting up support channels
  • for system end users
  • Demonstrated experience in the development of technical documentation including guidelines to support the digital health system implementation.
  • Systems integration and interoperability for health information exchange and data use of data management information systems
  • Application of various digital health systems building blocks into national HIE health information exchange strategies mobile health and data collection applications.
