About Organisation:
Texans and Ugandans on Mission (T&UM), is an affiliate of Texans on Mission. T&UM is a non-profit organization founded in 2008 and is Committed to humanitarian work and community development. We are Christians on mission to transform and empower people across the world to prosper through provision of sustainable safe water, health-promotions, and economic initiatives, while sharing the love of God.
T&UM is dedicated to construction of appropriate water points for communities, providing training on preventative health, and village savings and loans associations VSLA), engaging youth in trauma healing and talent identification through sports, and training church leaders to be agents of both physical and spiritual transformation in their communities.
Job Summary: The WASH Program Manager (WPM) is a middle management position. Working under supervision of the Head of Programs (HOP), the WPM leads in the design, implementation, and monitoring and evaluation of WASH/Health program strategies. The WPM provides professional, technical, operational, and administrative direction to the WASH/Health team throughout the program cycle. This position ensures that sector policies and standards, as well as logistical and financial controls, are upheld at all times by the WASH team.
Key Duties and Responsibilities:
Spiritual leadership

Leadership and Management
- Increased employee engagement, passion, productivity, and nurtured future leaders to improve, promote, and sustain corporate culture centered in the organizations vision, mission and core values.
- Provide leadership to the WASH/Health team in alignment with T&UM’s vision, mission, and core values.
- Provide mentorship and coaching to WASH/Health staff in their respective duties
- Conduct staff training needs assessment and recommend capacity building/training.
- Identify WASH/Health HR needs and make appropriate recommendations.
Quality WASH/Health Program Implementation and Delivery
- To ensure improved health and wellbeing of the target communities through provision of access to quality water and sanitary facilities to reduce the risk of infection and improve prevention and control of communion preventable diseases.
- Develop a quality and integrated WASH/Health strategy, contextually appropriate approaches, and techniques in alignment with ’s core pillars.
- Design and implement appropriate WASH infrastructure/technology options.
- Provide ongoing supervision and technical support/guidance to all WASH/Health staff to ensure adherence to best practice principles.
- Lead the implementation of the WASH/Health program within scope and budget and ensure that program implementation is in alignment with national and international standards and priorities.
- Participate in the identification, design, and roll out of Operational Focus Areas (OFAs).
Monitoring and Evaluation
- To ensure that the WASH program, projects, and activities are implemented in an organized manner and are relevant, impactful, measurable, and sustainable. And to ensure that results are obtained from an efficient and effective use of resources and to facilitate data driven decision making.
- Develop WASH/Health Theory of Change, log frame, M&E plan, and implementation matrix.
- Carry out periodic documentation and reporting of program progress and impacts through activity reports, stories, videos, photos, and any other media content.
- Participate in baseline, mid-term, and end line evaluation studies.
- Conduct regular field monitoring visits.
- Participate in the development and review of ’s Strategic Plan.
Stakeholder Engagement
- Stakeholders systematically identified, analyzed, and engagement plan designed and implemented to foster connections, trust, confidence, buy-in, and better relationships with relevant stakeholders and communities.
- Conduct regular planning and feedback meetings with relevant stakeholders to discuss progress, gaps, and the way forward.
- Build partnerships with like-minded stakeholders to promote knowledge sharing on lessons learned and best practices.
- Represent in local and international WASH/Health forums.
- Coordinate and participate in any donor trips.
Financial Management
- Efficient financial planning, budgeting, allocation, use, and monitoring carried out leading to improved WASH efficiency.
- Develop and manage the performance of annual WASH/Health plans and budgets.
- Ensure compliance to financial policies, systems, and procedures.
- Ensure timely financial reporting.
- Review and approve WASH/Health fund requests in alignment with WASH/Health program plans and budget.
Fundraising and Resource Mobilization
- Funds acquired from different sources to fund WASH activities.
- Participate in the development of resource mobilization and fundraising strategy.
- Participate in the development of funding concept notes and proposals.
Human Resource Functions
- Improved performance and productivity of WASH employees are guaranteed and documented.
- Participate in the recruitment, selection, and onboarding of WASH/Health staff.
- Identify/recognize, motivate, and retain talent within the WASH/Health department.
Qualifications, Skills and Experience:
- At least 5 years of extended WASH, M&E, and Project Planning and Management experience in the international development sector.
- A bachelor’s degree in water engineering, civil engineering, public health, and any other related qualification.
- A Post Graduate Diploma with demonstrated skills in WASH management, M&E, or Project Planning and Management is an added advantage.
- Should be 30 – 40 years old
