The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in
1991 as a limited liability not-for-profit Joint venture between the Uganda Ministry of Health (MoH),
Ministry of Defense and Makerere University Medical School (now Makerere University College of Health
Sciences). JCRC is located on plot 101 Lubowa Hill Off Entebbe Road P.O. Box 10005 Kampala.
Joint Clinical Research Centre seeks dynamic, motivated, and innovative candidates for the position of
Senior Program Officer in the LPHS North & Southwest project based in Kigezi.
PROJECT SUMMARY:
Local Partner Health Services – North and Southwest Activity is implemented by Joint Clinical Research
Centre (JCRC) aimed at continued technical assistance for the implementation of a district-based, integrated
package of quality HIV/AIDS, TB and expanded scope of MCH, Malaria and Global Health Security (GHS)
services to the beneficiary population in the six districts in Kigezi sub-region.
The main goal of the Activity is to increase the availability, accessibility and utilization of quality,
integrated HIV and TB, MCH, Malaria and Global Health Security services.
Job Title: Senior Program Officer
Reports to: District Based Teams Manager
Supervises: District Based Program Staff
Positions: One (1)
Location: Kabale District.
Job Purpose:
The Senior Program Officer will work closely with the DBT Manager, under the technical guidance and
oversight of the relevant technical leads, to support districts in the continued delivery of integrated, life-
saving services within the assigned district(s). The incumbent will collaborate closely with District Health
Teams (DHTs) and health facilities to ensure community access to high-quality HIV, TB, and Maternal,
Newborn, and Child Health (MNCH) services in line with the Government of Uganda’s standards and
guidelines.
Duties and Responsibilities:
• Work with district and site teams to plan, implement, monitor, and report on prioritized life-saving
HIV, TB, and MNCH services at facility and community level.
• Collaborate with project/district community structures and district leadership to train and provide
supportive supervision to Community Health Extension Workers (CHEWs) in the designated
district(s).
• Support district and site teams to institutionalize and strengthen access to and delivery of integrated
health services.
• Work with the Monitoring, Evaluation, and Operations (MEO) team to ensure accurate and timely
data collection, monitoring, analysis, and reporting for prioritized life-saving services.
• Collaborate with the Laboratory Advisor to ensure effective coordination of laboratory hubs and
sample transport networks, and optimal utilization of TB molecular diagnostic and screening
platforms, POC, EID, VL, and IRRD systems for sample and results management.
• Work with the Logistics and Supply Chain Advisor to ensure the continuous availability of life-
saving commodities within the supported district(s).
• Contribute to the documentation and dissemination quality improvement initiatives and success
stories from supported district(s)
• Lead and coordinate engagement with district leadership to advance program priorities, plans, and
activities.
• Develop customized work plans, activity budgets, weekly reports, and district performance reports.
• Provide supervision, coordination, and technical support to district-based project staff within the
assigned district(s).
• Perform any other duties as assigned by the supervisor.
Required Qualifications, Skills and Experience:
• Bachelor’s degree in Medicine, Nursing, or a related health profession. A qualification in Public
Health and/or Project Management will be an added advantage.
• A minimum of five (5) years’ experience working on donor-funded HIV and TB programs.
• Demonstrated experience working with local governments and district health systems, with
willingness to work in rural and upcountry locations.
• Strong analytical skills and experience in data analysis and the use of data for informed decision-
making.
• Excellent written, verbal, and presentation communication skills.
• Proven ability to develop activity work plans and budgets.
• Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
