Job Summary

The regional project coordinator is responsible for planning, executing and overseeing the successful implementation of the Global Health Security Project including prevention, detection and response to epidemic-prone diseases in the Rwenzori region. S/he will facilitate collaboration, coordination and communication with regional stakeholders as well as technical staff. Through a one-health approach, the job holder will provide subnational leadership in the design and implementation of GHS activities to improve IHR capacity at the regional and district level. As a key staff of the Program, s/he will oversee strengthening Surveillance systems, Laboratory systems, antimicrobial resistance prevention and surveillance, border health security and vaccination programs among other GHSA action packages. S/he will work closely with the regional referral hospital/regional emergency operation center to establish and institutionalize a system for effective outbreak investigations, and response and will supervise regional staff.

Overall Responsibilities
  • Provide strategic direction for Key population/GBV program design, planning and implementation within Baylor-Uganda programs.
  • Develop, review and manage GHS regional work plans and budgets.
  • Build capacity of project staff and key district stakeholders in GHSA/IHR implementation through training and mentorship.
  • Assess supported IHR core capacities at regional and district level and identify corrective actions
  • Support districts to strengthen implementation of core GHS priorities and compliance with IHR (2005) across the One Health Sectors
  • Provide technical assistance to regional and districts task forces/rapid response teams for enhanced outbreak investigations, detection and response
  • Support national and sub-national capacity building efforts of teams of human, animal and environmental health workers on IDSR, including training in Frontline Field Epidemiology
  • Participate in the dissemination of project outcomes through reports, bulletins, presentations and peer reviewed publications
  • Represent Baylor-Uganda during national, regional and district technical working group and other stakeholder meetings.
  • Support implementation of IHR M&E frame work e.g. JEE, SimEX, SPAR and AAR
  • Coordinate and monitor progress of implementation of regional GHS workplans and budget
  • Prepare and avail timely program reports.
  • Provide routine technical assistance visits to targeted health facilities
  • Closely work with the national and regional EOC to provide oversight in the execution of emergency preparedness and response interventions at the regional and district level
  • Develop and maintain effective corporate, government, and community partnerships or relations that enhance impact of GHS interventions
  • Provide leadership to regional GHS program team and district-based volunteers to ensure timely recruitment, their retention and performance through timely performance appraisal, coaching and professional development.
  • Monitor the integration of Quality improvement and GHSA best practice models at regional level.
  • Periodically review and monitor performance against set targets, prepare periodic reports and evoke timely corrective actions across the region.
Required Qualification, Experience and Competencies:
  • ·       Bachelor’s degree in a health-related field preferably MBChB/Biomedical Laboratory technology /BSC Nursing/ pharmacy ·        Field Epidemiology training
  • ·       At least 5 years of relevant working experience, preferably in health development with a reputable international NGO, and direct experience with government and donor representatives
  • ·       A master’s degree in public health or any health-related program
