Digitalisation Advisor ENSER

• Knowledge of the Ugandan legal and policy frameworks on privacy, data governance and IT security are considered a strong advantage.
• Good Coordination and communication skills, with the capability to interface smoothly between publib, private sector, and refugee communities.
• Fluency in English is required. Proficiency in any of the local and common languages spoken in the West Nile region is required..
• Very good knowledge of MS Office (Teams, Word, Excel, PowerPoint), Knowledge of MS Excel data analysis tools (e.g. pivot tables) is an added advantage.
• Strong organizational skills, self-motivation, and ability to work independently.
• Quick comprehension, good analytical skills, and the ability to present complex contexts in a structured manner.

A.  Key Responsibilities

The Digitalisation Advisor will be responsible for;

• Lead the IT design of solutions, working closely with project teams to identify user requirements, business needs and match them to IT infrastructure.
• Conduct needs assessments to determine ICT infrastructure requirements for the ICT learning hubs within the Business service centres
• Coordinate thedesign and implementation of ICT learning hubs within the business support centres that will be established in refugee and host communities.
• Facilitate the roll-out of digital enterprise solutions linked to energy and productive use of energy  within the  communities including refugee hosting districts..
• Support MSMEs, local firms, and BSC operators in adopting digital tools for customer management, financing models, remote monitoring, and data-driven operational decision-making.
• Design and pilot innovative “digital-PuE bundles” (e.g., combining clean energy access, connectivity, and digital business tools) where viable business models exist.
• Provide digital tools to community radios to enhance awareness for energy and PUE in refugees and host districts. .
• Facilitating targeted training for public, private and civil society actors in the energy sector within refugees and host districts on digitalisation, digital tools and similar topics.
• Support  district local government in establishing sustainable mechanisms for energy data collection, processing and analysis, using an appropriate data collection framework.
• Conduct market research and analysis to identify new solutions and emerging technologies that can be leveraged to support project objectives

B.    Specific Tasks

Market-based energy access for refugees and host communities

• Technical support during installation of equipment and tools at ICT hubs established at business support centres within refugee and host communities.
• Training the users (including MSMEs) of the business support centres on the installed ICT equipment as well as their operation and maintenance.
• Support the ICT hubs in troubleshooting, replacement and rehabilitation of ICT equipment.
• Partner with radio stations and civil society organizations to design interactive digital/energy literacy slots, integrating strict accessibility standards such as sign-language interpreters and audio descriptions for PWDs.
• Support other activities of the business support centres with digital tools where necessary including promoting digital solutions in rural communities.

 Digital Literacy and Capacity building of public, private & CSO actors

• Develop and deploy specialized “Digital Masterclasses” covering essential topics such as e-commerce, mobile money and digital tools for productive energy use.
• Manage and set up a network of community-based peer trainers (“Digital Champions”) to cascade digital literacy skills locally.
• Training of MSMEs in ICT training courses such as digital literacy, e-commerce, digital refresher courses, etc.
• Support digitalisation of Vocational Training Institutes (VTIs) and other skilling initiatives for instructors, trainees and training facilities.
• Support in designing, rolling-out standardised tools and training for energy data collection and processing at district level.
• Establish a digital workflow to generate, process, and share localized market-relevant data (demand profiles, existing infrastructure, and PuE opportunities) to inform investment planning by financial institutions, private RE/EE providers, and BSCs.

 Policy Dialogue and Advocacy for energy access

• Incorporate digital tools during policy dialogues and multi-stakeholder fora to correctly capture stakeholder feedback.
• Use digital tools to correctly capture refugees and host communities’ feedback regarding service delivery including access to clean energy.
• Incorporate digital tools in dissemination of important messages to communities in refugees and host districts.

Other Duties/Additional Tasks

• Work with project teams to ensure that solutions are effectively integrated into existing systems and processes.
• Support in drafting high-quality meeting minutes, technical briefs, progress reports, and presentations and any other documentation as per the project requirements.
• Support knowledge management within the programme by documenting lessons learned, archiving training frameworks, and managing digital databases related to field interventions.
• Provide comprehensive logistical and administrative support for team activities, field missions in the West Nile, multi-stakeholder energy dialogues, and capacity-building workshops.
• Any other responsibilities as assigned by Management to ensure the smooth, flexible, and conflict-sensitive operation of the component within a dynamic displacement context.

• Bachelor’s Degree in STEM (Science, Technology, Engineering, and Mathematics) or related field.
• Certification as Project Management Professional (PMI), or similar certification is a plus.

• Minimum of 5 years of professional experience in implementing digital transformation projects.
• Proven experience in designing and executing digital literacy curricula or training frameworks for low-literacy communities, ideally utilizing local languages or peer-trainer models.
• Demonstrated experience deploying digital enterprise tools such as PAYGO platforms, digital financial services (mobile money), e-commerce applications, or remote asset-monitoring systems
• Experience in data system architecture or managing data collection frameworks, particularly relating to rural infrastructure, energy access, or localized market assessments.
• Knowledge of the Ugandan legal and policy frameworks on privacy, data governance and IT security are considered a strong advantage.
• Work experience in development cooperation is desired. or international development corporation.
• Experience in working in rural settings in northern Uganda will be an added advantage
