HIV/AIDS, TB, Non-communicable diseases (NCDs) and other diseases of public health importance in
Africa.
Project Overview
The Local Partner Health Services East Central – Transition award to Makerere University Joint AIDS
Program (MJAP) Activity is funded by the U.S.G. Department of State. This Award supports public health
facilities and their communities in 12 districts and Jinja City that include Bugiri, Bugweri Busia, Buyende,
Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to drive sustained HIV/TB
control, reduce malaria burden, improve maternal and child health outcomes, and build resilient pandemic
preparedness and response capacities. MJAP is looking for competent, passionate, and committed
individuals to fill the following positions.
Job title: District Integrated Health Services Delivery Specialist (1 Position)
Reports to: Regional Technical Coordinator
Supervises: District Integrated Service Delivery Officers
Duty Station: Busia district
Start Date: Immediately
Job Summary: She/he will be the project’s liaison person in one of the 12 supported districts within
the East central region. S/he will be embedded within the District Health Team (DHT), through the DHO’s
office. S/he will be directly responsible for district coordination and technical oversight of integrated
HIV/TB, Malaria, Maternal Neonatal, Child Health, Epidemic Prepared and Response and district
stewardship activities and milestones.
Roles and Responsibilities
1. District Coordination and Partnership
a. Serve as the primary liaison between MJAP and the District Local Government to ensure effective
planning, coordination, and implementation of project activities in alignment with district priorities
and national guidelines.
b. Coordinate with district leadership and implementing partners to harmonize interventions, optimize
resource utilization, and minimize duplication of efforts.
c. Participate in key district engagements including but not limited to coordination and DHT meetings
to harmonize implementer and district priorities
2. Planning, Implementation, and Performance Management
a. Participate in the development of work plans, activity schedules, budgets, activity requests,
implementation monitoring, and timely reporting on project milestones.
b. Continuously engage district and project teams to identify priorities, develop implementation
strategies, and monitor progress towards project milestones.
c. Organize and facilitate regular district and health facility performance review meetings to assess
progress, address gaps, and improve program performance.
3. Technical Leadership and Health Systems Strengthening
a. Provide technical leadership, mentorship, and supportive supervision to district and health facility
teams in HIV, TB, and other integrated health services.
b. Lead performance management initiatives for healthcare workers to improve service quality and
achieve agreed program targets.
c. Support the integration of quality improvement (QI) methodologies into service delivery and
institutionalize continuous quality improvement practices across supported facilities.
4. Community Health and Integrated Service Delivery
a. Support the design, implementation, and monitoring of community-based interventions that
promote integrated health service delivery and address individual, household, and community
health determinants.
5. Research, Learning, and Knowledge Management
a. Coordinate district-level operational research, implementation science, and program evaluations.
b. Support the documentation and dissemination of best practices through abstracts, manuscripts, case
studies, and other knowledge products.
6. Resource and Asset Management
a. Ensure prudent utilization and accountability of project financial, material, and other resources in
accordance with organizational policies.
b. Oversee the acquisition, inventory management, proper utilization, maintenance, and safeguarding of
project equipment and assets allocated to districts and health facilities.
Qualifications, job requirements and competencies
• Bachelor’s degree in medicine and surgery (MBChB) or public health.
• A master’s degree in a health-related field is an added advantage.
• A minimum of 3 years’ professional experience working in Public Health Systems.
• Demonstrable excellent writing, organizational, coordination and communication skills.
• Proven ability to set priorities, multi-task, and work collaboratively as well as independently.
• Excellent interpersonal skills
