Makerere University Joint AIDS Program (MJAP) is a private-not-for-profit Company under Makerere
University. MJAP works to build partnerships and strengthen health systems to optimally respond to
HIV/AIDS, TB, Non-communicable diseases (NCDs) and other diseases of public health importance in
Africa.
Project Overview
The Local Partner Health Services East Central – Transition award to Makerere University Joint AIDS
Program (MJAP) Activity is funded by the U.S.G. Department of State. This Award supports public health
facilities and their communities in 12 districts and Jinja City that include Bugiri, Bugweri Busia, Buyende,
Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to drive sustained HIV/TB
control, reduce malaria burden, improve maternal and child health outcomes, and build resilient pandemic
preparedness and response capacities. MJAP is looking for competent, passionate, and committed
individuals to fill the following positions.
Job title: Strategic Information and Learning (SI&L) Specialist (1 Position)
Reports to: Monitoring and Evaluation Manager
Supervises: District Data Officers
Duty Station: Bugiri district
Start Date: Immediately
Job Summary: The SI&L Specialist will provide technical leadership for data utilization and evidence-
informed decision-making on a USG-funded health project in Uganda. The role will conduct rigorous
analysis of routine and program datasets to identify trends, correlations, and plausible causal pathways
affecting performance, and translate findings into clear recommendations for program adaptation, policy
dialogue, learning, and dissemination.
Working with the project, Ministry of Health, district, and facility teams, the Specialist will strengthen data
quality, interpretation, visualization, and use across HIV, TB, MCH, Malaria, and Global Health Security
service delivery areas. The position requires strong biostatistics, epidemiology, and public health expertise,
with the ability to deep-dive into DHIS2, UgandaEMR, EAFYA, and other datasets to generate actionable
insights, analytical briefs, reports, abstracts, manuscripts, and policy or technical products.
Roles and Responsibilities
1. Lead strategic information and learning systems strengthening and routine performance monitoring
across supported districts, facilities, and project teams.
2. Conduct advanced data analysis and triangulation to inform programmatic shifts, performance
improvement, and evidence-based decision-making.
3. Strengthen data quality, verification, digital reporting systems, and records management at district and
facility levels.
4. Support operational research, implementation science, learning, and scientific dissemination.
5. Translate evidence into policy, technical guidance, stakeholder engagement, and dissemination
products.
6. Build capacity of project, district, and facility teams in data quality, analytics, interpretation, and data
use.
7. Coordinate SI collaboration with Ministry of Health, district biostatisticians, donors, implementing
partners, and internal project teams.
8. Supervise, mentor, and manage assigned MERL staff to deliver high-quality results.
Minimum Qualifications and Experience:
• Bachelor’s degree in Biostatistics, Epidemiology, Medicine and Surgery, Public Health, Statistics,
Health Informatics, Population Studies, Quantitative Economics, Data Science, or a related
quantitative health field.
• A postgraduate qualification in Public Health, Epidemiology, Biostatistics, Monitoring and
Evaluation, Health Informatics, Data Science, or a related field is an added advantage.
• Minimum 5 years’ experience in monitoring, evaluation, research, learning, biostatistical analysis,
epidemiological analysis, implementation science, or data use within USG/PEPFAR-funded health
programs.
• Demonstrated ability to analyze and triangulate large routine and program datasets, assess data
quality, identify trends and relationships, and generate sound public health inferences that inform
program decisions.
• Strong working knowledge of Uganda health information systems and donor reporting platforms,
including DHIS2, UgandaEMR, EAFYA, and related program databases.
• Advanced skills in statistical analysis, dashboard development, visualization, and reporting using
tools such as STATA, R, SPSS, Power BI, Excel, SQL, GIS, or equivalent platforms.
• Experience developing analytical briefs, abstracts, manuscripts, technical reports, policy briefs,
learning products, and dissemination materials for donor, Ministry of Health, district, and program
audiences.
• Excellent communication, facilitation, mentorship, stakeholder engagement, and evidence-to-
action skills, with ability to work effectively with multidisciplinary teams.

of any discrepancies that arise.
• Safeguarding: Uphold the organization’s dedication to protecting vulnerable populations, including
beneficiaries, staff, and volunteers. This includes identifying, reporting, and addressing safeguarding issues
per established policies. Your role is essential in fostering a safe and supportive environment for everyone
involved in our programs.
• Risk Management: Actively identify, assess, and mitigate risks related to program implementation and
operations. Collaborate with teams to create and maintain risk management plans in line with
organizational policies. Regularly review and update practices to address new challenges or changes in the
operational environment.
