ORGANISATION OVERVIEW & ROLE PURPOSE
About LABE
LABE was founded in 1989 at Makerere University to provide nonformal literacy and basic education to adults including urban refugees from neighbouring countries. It is now among the largest indigenous non-governmental education organisations in Uganda. LABE is registered with the Ugandan NGO board, registration number INDR11921197NB, with headquarters located at Kiggundu Mittala Road, Block 220 Plot 1527, Banda-Kyambogo in Kampala but operating across Uganda. This mandates us to deliver interventions integrating literacy and basic education to children and adults. We do this with and through partners that include international, national and community-level Civil Society Organisations (CSOs), Government, the Private Sector, primary schools and parents.
About the project
The PlayMatters project under LABE is looking for a Field project coordinator. PlayMatters aims to promote learning through play for children aged 3 to 12+ affected by conflict in Uganda. It engages a range of stakeholders, including children, caregivers, educators, communities, and educational systems. LABE’s role within the PlayMatters consortium includes leading community engagement in Learning through Play and integrating gender and inclusion. Specifically, LABE leads the implementation of PlayMatters activities in Yumbe, contributing to content refinement, quality assurance, timely delivery, tracking of outputs, and capturing best practices and lessons learned during the project’s implementation. Additionally, the Field Project Coordinator coordinates engagement with local system actors in Yumbe.
The Field Project Coordinator is responsible for overseeing the LABE’s programmatic and operational implementation of the PlayMatters project in the field, funded by LABE Uganda, ensuring the project achieves the expected results in Yumbe and is implemented in accordance with the donor agreement, donor regulations, and internationally recognized quality of assistance standards. S/he will assist in ensuring effective implementation of technical and operational project activities throughout all stages of the project. S/he will provide oversight support to project and monitoring and evaluation officers to ensure that delivery is to the desired standards and on time. S/he will be expected to work collaboratively with the LABE’s programme, MEL and finance team to support coordination, integration, and coherence with LABE’s values and strategy.
ROLE DIMENSIONS:
This role involves taking leadership as the project focal point person at the field level, planning and managing project activities at the field level, monitoring progress toward project goals at the field level, leading the field project team, building field level partnerships with stakeholders and performing any additional duties assigned by the line manager, in line with the job terms of reference. The Field Project Coordinators based in Yumbe field office with occasional travel to Kampala.
Reporting to Deputy Executive Director and the Programme Manager, the Field Project Coordinator collaborates closely with the MEL officer and finance teams in delivering the project.
The position also involves compiling and sharing reports on project implementation, managing project-related administrative, operational, and financial tasks at the field level and providing supervision to Project Officer.

Key Result Areas:
KRA 1: Leadership & Staff Management
- Lead the project field team in a manner that empowers them to contribute effectively towards achievement of PlayMatters project workplan:
- Conduct performance evaluations for direct reports in line with the LABE performance and development system.
- Create bi-weekly team schedules and share them with the supervisor. 2
• Lead and manage the field team towards high standards of performance through clear roles & responsibilities and provision of appropriate support in consultation with the Project Manager

• Coach and motivate project officer and proactively address poor performance through timely constructive feedback and appropriate corrective action in alignment with LABE policies. |
|
• Provide regular feedback on the performance of Project Officer, address weaknesses or inefficiencies, and support skill development, communicating training needs to the supervisor (s). |
• Convene routine team meetings to address any emerging issues while ensuring synergy, complementarity, teamwork, and effective planning.
KRA 2: Communicating for Influence
- Serve as the primary point of contact for field-level project communication, keeping all stakeholders informed of project status.
- Build strategic partnerships, networks, coalitions and alliances at the regional level to link with national level strategic engagements.
- Spearhead, coordinate and promote regional level advocacy, lobbying and influencing initiatives towards integration of LtP into systems at local government level.KRA 3: Programme/ Project Impactful Implementation
- Coordinate the implementation of PlayMatters project activities in the field locations in line with the project strategic plan and workplan to maximise impact and innovation:
- Work closely with the supervisor to ensure that all field-level project deliverables meet quality standards and align with the project goals and parameters.
- Coordinate the execution of monthly project activity plans.
- Monitor and report on field-based project progress, including milestones, risks, andissues, and prepare monthly status reports for the supervisor.
- Coordinate the schedules of Project Officer to support Learning through Play sessions inschools and communities, in collaboration with other partners.
- Coordinate training sessions for community leaders and teachers as outlined in the consortium work plans.
- Provide monthly reports on field activity plans, offering feedback and suggestions to the line manager on deviations from the approved plan.
- Ensure feedback from the supervisor and thematic Coordinators is incorporated into project implementation.

• Actively participate in the implementation of an innovative influencing & communication plan for the PlayMatters project; ensuring that activities will result in key programme stakeholders being influenced effectively: |
|
• Work with the Communications Officer to implement an influencing & communications plan that will support the achievement of Project outcome and impact targets and raise LABE’s profile with important stakeholders. |
- Ensure there is effective communication between the field project team and community leaders, caregivers,
- children, and other stakeholders on project plans, updates and interventions including cohort graduation processes.

• Represent the PlayMatters project at the field level, including government institutions, working groups, and coordination meetings in line with LABE’s values and Code of Conduct (CoC) |
|
• Coordinate and document the schedules of school open days, CMC/SMC meetings, and CPD Committee meetings to identify opportunities for expanding Learning through Play (LtP) implementation.
- Follow up on the implementation of key actions and decisions agreed upon by the consortium Project Management Committee (PMC).
- Ensure that all activities are implemented with a focus on gender and inclusion to ensure gender transformative results in project activities
- Conduct spot checks at targeted project schools to verify implementation fidelity and collected data in school communities
- Monitor, track, and report on activity implementation and progress towards achieving outputs.
- Maintain organized records of the project including collected data, evidence of activities implemented, distribution lists, way bills, among others.KRA 4: Operations and Finance Management
- Manage and over-see field-based project administration tasks.
- Act as the project point of contact person. oversee the development, modification, andclosure of Project within set deadlines
- Co- lead the coordination of key project staff during the development of project annualwork plans, phased budgets and performance plans
- Ensure administrative procedures and LABE policies are followed diligently during the implementation of project activities.
- Submit monthly field-based budget forecasts to the Head of Finance and ensure implemented activities are charged accordingly.
- Consolidate procurement and distribution plans ensuring all procured materials are disseminated to the intended recipients on time.KRA 5: Risk, Compliance & Accountability

• Coordinate and ensure accurate monitoring of project progress and achievements of project KPI and targets in the field locations in line with the project indicator reference sheet and accountability framework. |
|
• Supervise accurate and high-quality reporting of Learning through Play data from community leaders, caregivers, and teachers & ensure the feedback loop is completed by the M&E teams |
• Manage the field level financial and operational management of the project ensuring that the field team gets effective support services and that resources are managed in line with LABE’s policies and procedures:
• With support from the finance and operation teams, oversee the field level project budget implementation and related financial transactional list and point out any variations to the supervisor

• Ensure that all field level project activities undertaken comply with global, country and statutory policies and guidelines; lead field level effective identification and management of risks, in particular those in the field associated with procurement, finances, staff health, safety and security: |
|
• Coordinate efforts at field level to ensure field project team understands and implements all relevant policies, procedures and guidelines (e.g. finance, procurement, security, gender equality & inclusion, harassment, bullying & non-discrimination policy as well as Children and Young People Safeguarding policy etc.) |
• Coordinate efforts at field level for all field project staff and associates to have awareness of and understand their responsibilities under these policies and LABE’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
KRA 6: Safeguarding, Gender Equality & Inclusion

• Ensure that LABE’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. |

• Coordinate efforts for all field staff, associates and all resource persons engaged by the project in the field to have awareness of and understand their responsibilities under Safeguarding policies and LABE’s Code of Conduct (CoC), their relevance to their area of work and that concerns are reported and managed in accordance with the appropriate procedures. |

ROLE REQUIREMENTS: Qualifications
- A minimum of 5 years of relevant fieldwork experience preferably in teacher professional development and community engagement.
- S/he should equally demonstrate education programming experience or capacity building programming or child development programming.
- Familiarity within the context of working in a humanitarian nexus.
- Proven experience in managing teams and working in collaborative partnershipsespecially in consortium.Leadership Competencies
• Advanced degree from an accredited university in Education or a relevant Social Science, complemented by a project management qualification and/or experience, particularly in technical assistance/strengthening interventions.
- At least 5 years working experience in a similar role with a good awareness of current issues in the field of education programming or capacity building or child development.
- Must be able to ride a motorcycle and possess a valid riding permit
