Job Summary: The Procurement Officer will be responsible for ensuring efficient, compliant, and cost‑effective procurement of goods, services, and works in support of GHU’s vision and mission. The role ensures adherence to organizational policies, donor regulations, and sound procurement practices while promoting accountability and effective resource utilization.

Key Duties and Responsibilities:

Procurement & Supply Chain Management

  • Plan and execute procurement processes that ensure timely acquisition of high‑quality goods, services, and equipment in line with program and administrative needs.
  • Ensure all procurement activities comply with GHU policies, donor guidelines, and applicable regulatory requirements.
  • Identify, prequalify, and manage suppliers to promote competition, value for money, and transparency.
  • Lead supplier negotiations, contract management, and performance monitoring to ensure full delivery against agreed terms.
  • Track market trends and price fluctuations and provide timely updates to program and finance teams to support informed budgeting and planning.

Donor Compliance & Risk Management

  • Maintain complete, accurate, and auditable procurement documentation in support of donor reporting and audits.
  • Identify supply chain risks (e.g. shortages, market volatility) and implement mitigation strategies to ensure project continuity.
  • Support internal and external audits by providing procurement records and explanations as required.

Financial & Asset Management

  • Enter supplier invoices and manage accounts payables in QuickBooks in close coordination with the Accounts Department.
  • Implement GHU asset management procedures, including maintaining an up‑to‑date asset register, coordinating bi‑annual physical verification, overseeing insurance and disposal, and ensuring all assets are properly engraved.

Fleet, Facilities & Operations Support

  • Establish and manage a robust fleet management system, including review of travel logs, fuel utilization, and preparation of monthly reports.
  • Ensure timely renewal of essential services and contracts (internet, website, rent, utilities, and security).
  • Oversee servicing and maintenance of office equipment, including generators and photocopiers, to ensure uninterrupted operations.

Coordination & Supervision

  • Work closely with Program, Finance, and HR teams to ensure staff, particularly new recruits are insured and adequately equipped to deliver project activities.
  • Supervise office support staff and ensure clean, safe, and well‑maintained working environments across all GHU premises.
  • Carry out any other duties as assigned by your supervisors in line with your work.

 

Qualifications, Skills and Experience:

  • Bachelor’s degree in Procurement and Supply Chain Management or a related field.
  • Minimum of two (2) years’ experience in procurement in a busy organization, preferably within a medical research environment.
  • Strong knowledge of donor‑compliant procurement processes and value‑for‑money principles.
  • Excellent negotiation and contract management skills, including full contract lifecycle administration.
  • Strong analytical and financial skills, with the ability to interpret budgets, cost models, and market data.
  • Familiarity with procurement systems and inventory management tools.
  • Demonstrated ability to identify and manage supply chain risks.
  • Excellent stakeholder engagement skills with the ability to work across multidisciplinary teams.
  • High level of integrity, professionalism, and commitment to ethical standards and accountability.
  • Excellent verbal and written communication skills in English.
  • Strong organizational, time‑management, and multitasking abilities.
  • Computer proficiency, including Microsoft Office applications and database systems.
  • Experience supervising support staff and working in team‑based environments.
