Job Summary:
Pending final project approval, the Project Manager will be responsible for leading the day-to-day implementation of the TechnoServe Impact Intelligence Platform (TIIP) for Nile Breweries Limited (NBL). This role involves managing the end-to-end execution of field data collection activities for 10,051 farmers, ensuring rigorous quality assurance, and fostering strong stakeholder relationships with NBL, AB InBev, and implementation partners. The Project Manager will oversee the phased transition of data collection responsibilities to NBL, managing operational workflows, training, and troubleshooting to ensure sustainable, high-quality data management and impact monitoring. The Project Manager will serve as a key liaison between NBL and the technical team, proactively sourcing stakeholder input to configure the data platform and dashboards, and acting as a bridge to ensure smooth development, testing, and rollout of features and products.
Program Overview:
TechnoServe is partnering with Nile Breweries Limited (NBL) to deploy the TechnoServe Impact Intelligence Platform (TIIP), a centralized digital data management system. Over a three-year engagement, the program aims to strengthen farmer networks, improve the targeting of agricultural inputs and services, and reliably validate local sourcing for 10,051 barley and sorghum farmers in Uganda. The program combines the development of a mobile-first, audit-ready data platform with data collection support. Data collection will follow a phased transition model, where TechnoServe leads data collection in Year 1, facilitates a pilot transition in Year 2, and provides technical oversight in Year 3. This initiative is designed to deliver sustainable operational visibility and accurate performance monitoring for NBL’s value chain.
Primary Functions & Responsibilities:
- Operational Management: Lead the day-to-day coordination of field data collection activities, including the procurement and management of third-party enumeration firms.
- Stakeholder Coordination: Serve as the primary liaison between TechnoServe, NBL, and AB InBev, ensuring clear communication, alignment on project deliverables, and timely escalation of operational issues.
- Quality Assurance: Implement rigorous quality control protocols, including daily submission reviews, field spot-checks, and performance audits, to ensure data integrity and completeness.
- Transition Planning: Execute the phased transition plan, including training NBL field staff, agronomy teams, and cooperative partners to take ownership of data collection workflows by Year 3.
- Reporting: Develop and deliver regular project reports, including monthly field monitoring updates, progress reports, and validation summaries, to internal and external stakeholders.
- Technical Support & Product Liaison: Collaborate with the Data Scientist to ensure field operational challenges are addressed and dashboards remain accurate. Act as the primary bridge between NBL stakeholders and the technical team, sourcing input on platform requirements, translating feedback into actionable product features, and facilitating the smooth development, testing, and rollout of dashboards and digital tools.
- Supervise the project budget to ensure a healthy burn rate and allowability of costs
- Develop and deliver donor reports and presentations
- Represent the program to internal and external stakeholders
Basic Qualifications:
- Bachelor’s Degree + 10 years of experience in International development, agricultural development, business administration or project management or Master’s degree + 7 years of experience
- Experience successfully implementing and monitoring programs of similar size and budget
Required Languages: Excellent oral, written, and interpersonal skills, including fluency in English language.
Travel: Travel up to 40 %
Preferred Qualifications:
- Regional Experience: Experience working in Uganda or the East African region, specifically within agricultural development or supply chain sectors.
- Technical Proficiency: Experience managing digital data collection platforms or Monitoring, Evaluation, and Learning (MEL) systems, particularly those utilizing mobile CRM interfaces.
- Vendor Management: Proven experience procuring and managing third-party contractors, such as enumeration or market research firms, including oversight of performance and quality assurance.
- Change Management: Demonstrated success in capacity building, staff training, and transitioning operational workflows to local partners or internal client teams.
- Stakeholder Engagement: Experience managing complex relationships with private sector partners, multinational corporations, or large donor-funded programs.
- Data Proficiency: Demonstrated experience in facilitating the use of data and analytics to guide organizational strategy, improve program performance, and inform management decision-making.
Knowledge, Skills and Abilities:
- Analytical, writing, social and management skills required for delivering technical assistance to development programs or initiatives.
- Ability to work both persuasively and diplomatically in a team-based environment with a high degree of complexity and ambiguity.
- Ability to communicate complex issues with clarity, precision and prioritization is a must.
- Strong capacity building skills, including participatory facilitation techniques, coaching, and mentoring
